Record of 92nd Congress on Issues Affecting Jews

proved his proposal, 82-14.

Any assessment of its la-

marks for its sympathetic un-
derstanding and practical
support of issues of special
concern to the Jewish com-

Senators called upon the
President to make the ship-
ments.
Total support of all issues
did not arise and this hardly
could be expected. Disap-
pointing was the continued
failure of the Senate, after a
quarter-of-a-century of de-
bate, to adopt the Genocide
Convention. The best its pro-
ponents could obtain was a
pledge of an early vote in
the Senate next year. Also,
the resolution offered June
19 by Senator Charles H.
Percy (R., Ill.) after the
Lod killings, relating to ne-
gotiations to prevent acts of
terrorism at international
airports, died in the Senate
Foreign Relations Commit-
tee. However, the Senate on
October 3 did ratify by 89-0
the Montreal convention that
helps combat sky-jacking
with extradition procedures.
On some controversial is-
sues Congress was divided,
even as the Jewish commun-
ity itself was divided. Thus,

Detroit was in Central Time Zone. In May, 1915,
the Detroit City Council placed Detroit on Eastern
Time all year round. That act put us on Daylight
Savings Time already. To vote for Proposal A now
would place us on double Daylight Savings Time.

Switching to Daylight Savings Time would mean
that the Sabbath would end as late as 9:45 p.m.
during the summer months. Saturday night functions
such as weddings or Bar-Mitzvas for almost six (6)
months out of the year would have to be completely
eliminated, unless they were scheduled for around
eleven at night. This will provide excessive difficul-
ties in family and synagogue planning of religious
and social functions. It would also eliminate most
youth activities on Saturday night. It would work a
hardship on mothers of young children.
