Little Damage From Bomb at Shalom Tower; Security Mapped to Safeguard Passengers

TEL AVIV {JTA)—Police
are investigating an explo-
sion in a department store
located in the 20 story Sha-
lom Tower, Tel Aviv's tallest
building, Tuesday morning.
Two persons sustained minor
injuries when they were
struck by flying glass. Police
said they found traces.of ex-
plosive material. They esti-
mated that only a very small
quantity of explosives were
detonated. The building also
houses a supermarket and
hundreds of business offices.

for security reasons has been
appointed by the Dutch gov-
ernment to investigate the
time bombs discovered re-
cently in various Dutch cit-
ies. The decision was an-
nounced Sunday by the min-
ister of justice who promised
vigorous action but warned
that "an open society can-
not fully protect everybody."
One of the time bombs ex-
ploded near the entrance of
the Holiday Inn Hotel in
Utrecht on Oct. 4 and an-
other was discovered and
dismantled on Oct. 17 near
the offices of the Bank of
America in Rotterdam. Oth-
er bombs have been found
in Leyden and Eindhoven.
A group calling itself "Ne-
therlands Revolutionary Pop-
ular Front," a branch of the

of state for Near Eastern af-
fairs, said here that the Mid-
dle East has been "substan-
tially defused" as a result of
three factors — the "positive
impact" of Big Power sum-

taining the arms balance in
