ANN 40—Friday, Oct. 27, 1972 THE DETROIT JEWISH NEWS Knesset Measure Would Stiffen Penalties for Serious Crimes JERUSALEM (JTA) — An amendment to the criminal code providing stiffer penal- ties for crimes of violence and other offenses passed its first reading in the Knesset Tuesday. The measure, introduced by Justice Minister Yaacov Shimshon Shapiro, would make mandatory harsher sen- tences for criminals using firearms, criminals who oper- ate in gangs, protection rack- eteers and suborners of wit- nesses. Shapiro said the maximum penalty for running a protec- tion racket would be in- creased from one year to 3-5 years. A three-year sentence would be imposed on anyone Ronen Appointed Zionist Contact for Sephardim ADL Exposes Arab Extremism Popular Chess NEW YORK — Arab ex- causes of Arab extremism Games Inspire tremism is not limited to ter- are alleviated, there is no rorist groups but is "a basic trait" of Arab political be- havior and "a major tool" of most Arab leaders, accord- ing to Seymour Graubard, national chairman of the An- ti-Defamation League of Bnai Brith. The report, prepared un- der the direction of Arnold Forster, ADL's general coun- sel, declares that Arab hat- red of the Jews is rooted in the Koran, the Islamic Holy Book. It goes on to say that "Arab extremists do not seek merely to eradicate Israel; they want to destroy world Jewry which stands behind Israel. It will be tragic if Jews — and the rest of the world are led to believe that Arab extremists are a tiny minority in the Arab world and that they do not reflect the real feelings of the Arab masses." Calling Arab extremism "a major barrier" to an accom- modation between Arabs and Israelis, the report says that "many Westerners still mis- understand" the real mean- ing of the extremism and tend to condone it. ADL asserts that "even if many — or most — of the aiding a criminal, either with money or another form of assistance, to commit a crime. At present, this is not an offense. The justice minister also listed a series of offenses in- cluding protection, robbery and burglary in which the use of arms would subject the offender to double the normal penalty. Declaring that Arab lead- ers themselves exhort the Arab people to prepare for another war against Israel, ADL discounts claims that these "demagogues on the platform are reasonable and compromising in private." "Eventually," the report says, "they feel they have to act on their words." It cites the events leading to the Six Day War as "a perfect ex- ample of how Nasser was trapped by his own extremist position and could not back down without loss of face and perhaps loss of position as well." Noting that Arab extrem- ism has spawned increasing violence in the name of "right," "justice" or even "peace," the report states that political life in the Arab states has been characterized b y assassinations, revolu- tions, and plots against fel- low Arabs. Grant to Aid Project on Jews of the West BERKELEY —One of the nation's leading foundations, the Charles E. Merrill Trust, has awarded a grant of 520,000 to the Western Jew- ish History Center of the Judah L. Magnes Memorial Museum here. The grant will permit the center to expand two major historical projects, the prep- aration of bibliographies for the Jews of the West and en- largement of its oral history series with significant figures in business, finance, science, religion, politics, education and social reform, Panthers Eye Party JERUSALEM (JTA) — A former Knesset member sympathetic to the Black Panthers, Mrs. Shulamit Aloni, said in Tel Aviv that the anti-establishment organ- ization of slum youths may form a political party to run for Knesset seats next year "if they have enough money." New Interest The Fischer -Spassky games, the earlier popular- ity of Sammy Reshevsky, the role chess played among Jews in Eastern European countries, combine to inspire interest in the historical as- pects of the game as well as in the major plays. Two important books have just been reissued by Dover Publications as guides for players and as an inspiration learning about previous experiences. In one of them, Fred Rein- feld deals with "Complete Chess Strategents." It is re- plete with scores of games that serve as teaching mate- rial as well as in guiding learners as well as experts. Then there is "My Best Games of Chess" (1935- 1957) by V. V. Smyslov, the former world champion. Smyslov's has been trans- lated and edited by P. H. Clarke. The introductory essays are additional factors in creating an interest and pro- viding instruction in the popular game. Tell It to the Sergeant JERUSALEM — The mili- tary ombudsman, Rav-Aluf (res.) Close relatives of a soldier who feel that he has received unjust treatment also may appeal to Laskov, the com- missioner of soldiers' com- plaints, as he is known.
