McGovern voted against forcing Israel to
withdraw an Egyptian commitment to
keep the Suez Canal and the Straits
of Tiran open to Israeli shipping

The White House opposed the
Jackson Amendment authorizing $500
million in military credits for Israel When
the amendment nonetheless carried, an
administration spokesman termed it
"permissive." not mandatory

NIXON:

McGOVERN: McGovern Supported Senate

resolutions throughout 1969, 1970. and
1971 opposing any Israeli withdrawal
prior to face-to-face Arab-Israel nego-
tiations .

NIXON: Nixon's UN ambassadors joined
the Arab-Soviet bloc in five separate
votes condemning Israel for rebuffing
Arab terrorists and tot rebuilding Jeru-
salem

NIXON: Immediately upon entering the
White House, Nixon agreed to Four-
Power tacks aimed at imposing a Middle
East settlement on Israel .

Phantom Jets for Israel

NIXON: For three years, Nixon held up
new shipments of Phantom lets to
force concessions from Israel. He sanc-
tioned shipments only after a massive
Soviet buildup in Egypt. great pressure
trom Congress, and, coincidentally, at
the beginning of an election year.

McGOVERN: Since 1968. McGovern has
been a leader in the Senate fight to
demand positive White House action on
Israel's urgent request for Phantom lets
and other sophisticated military equip-
ment .

McGOVERN: McGovern has called for
strong US support of Israel in all
diploreatic arenas, including the UN, and
has triticized Nixon's anti Israel UN
votes

McGOVERN: In 1969, McGovern joined
69 senators in warning against a Four-
Power Mideast deal and denounced
"pressure on Israel" which would im-
pose a peace settlement .

NIXON: Nixon has supported his Secre-
tary of State's plan for Israeli with-
drawal to the 1967 borders. "Israel
won't accept this We're not going to
commit suicide." Prime Minister Golda
Meir said of the plan when it was for-

mains official U.S policy .
