Exchange Scandal
In Israel Ministry

JERUSALEM (ZINS)— A
political storm followed the
disclosure by a former di-
rector of the Bank Igud that
Israel's Finance Ministry had
been violating an ordinance
since DM by selling dollars
on the black market ex-
change, popularly known as
Tel Aviv's "Lilenblum
Street."
This charge was made at
an explosive session during
hearings by the Knesset Fi-
nance Committee.
Under cross-examination,
Defense Minister Pinhas Sa-
pir confirmed that since 1948
the government had sold
American dollars on the
black market.
The action was useful in
strenthening the Israel
pound, he said. Sapir ' s expla-
nations did not satisfy the
Gahal members of the com-
mittee. Simcha Ehrlich de-
clared that such an act was
not only in violation of law,
but also immoral.
The Hebrew daily, Haaretz
in an editrorial, demanded
to know why the government
officials concerned were not
prosecuted in accordance
with law.
David Horowitz, former
governor of the Bank of Is-
rael, said that he had al-
ways been opposed to these
transactions, but that the
finance ministry paid no heed
to his protests.
