NEW YORK—Assurances
were given the national
executive committee of the
io n is t Organization of
America by spokesmen for
the U.S. Treasury Depart-
ment that all necessary steps
will be taken to provide se-
curity against Arab terror-
ists.
Eugene T. Rossides and
Martin R. Pollner gave these
pledges at the meeting of the
ZOA-NEC Saturday night at
the Biltmore Hotel.
Addressing t h e opening
session of the two-day meet-
ing, Rabbi Joseph P. Stern-
stein, NEC chairman, made
the emphatic statement that
Jews have a right to vote as
Jews because "there are
Jewish interests," and he

therefore conceded that
"there is a Jewish vote."
Leaders who addressed the
NEC expressed appreciation
for the positive stand on Is-
rael taken by the Nixon ad-
ministration.
In a major address at the
week-end meetings, Herman
L. Weisman, ZOA president,
called upon President Nix-
on not to reply on "secret
diplomacy" in dealing with
issues involving the status of
Russian Jews.
Weisman's views were en-
dorsed in a statement ad-
dressed to the President urg-
ing him "openly and vigor-
ously" to demand "the im-
mediate withdrawal of the
unjust exit tax" imposed by
Soviet authorities on edu-
cated Jews seeking to emi-

grate. The statement noted '
that the U.S. Senate has
overwhelmingly indicated it
will not approve the pending
U.S.-Soviet trade treaty un-
less the exit tax is rescinded.
"The President thus has
the right — and indeed the
duty — to regard the over-
whelming Senate vote as an
expression of American pub-
lic opinion to demand retrac-
tion of the exit tax now,"
the ZOA statement said. It
affirmed the ZOA "valued
what the President has at-
tempted to do through the
medium of silent diplomacy."
But it observed, "We believe
the Soviet Union will not be
surprised if President Nixon
puts up a fight on this issue
since it is known that the
President needs the consent

of the Senate to enact the Goodman and Leon Iluto-
