Federal authorities have met discreetly with lead-
ers of Jewish organizations in recent days to advise
them to take extra precautions in screening incoming
mail, especially mail postmarked from Italy and
Malaysia, on the possibility that it may contain
explosives, the Jewish Telegraphic Agency learned_
If mail seems suspicious in any way, authorities
have advised the recipients to set it aside unopened
and to call either the police or postal authorities. They
warned that this procedure should be followed even
if the name of the sender is familiar to the recipient.

Israel Launches Strikes on Terrorists
(Continued from Page 20)
The target in Syria was not
identified, but the air strike
was said to have been a deep
penetration over Syrian ter-
ritory.
Last month, Israeli planes
bombed 10 terrorist bases in
Syria and Lebanon in air
strikes that were a direct
aftermath of the murder of
11 Israeli Olympic athletes
by Arab terrorists in Munich.
Sunday's raids were de-
scribed as designed to dam-
age the terrorist infrastruc-
ture, including training
camps and supply depots
with the aim of disrupting
terrorist activities and dis-
couraging terrorist recruit-
ment.
The Syrian Army supplies
some of Its soldiers to the
Palestinian terrorist organiza•
lion Al Saici•, which is spon-
sored by the Damascus re-
gime, It wok disclosed Mon-
day.
The practice was exposed
by the capture of a Syrian
army regular among terror-
ists taken prisoner during the
Israeli army raids into Leb-
anon Sept. 16-17.
The c apt ured soldier,
Mustafa Abd el Salem, was
not given POW status be-
cause he was not wearing a
Syrian - army uniform at the
time of his capture. He dis•
closed that he belonged to a
group of Syrian soldiers who
underwent basic training in
the army and were subse-
quently seconded to Al Saiqa
in Lebanon where they com-
pleted their 242 years of mili-
tary training.
The soldiers remain on the
army payroll but their pay
is higher because of the
"added risks," it was learned.
According to information
from el Salem, the Syrian sol-
diers are sent to a camp near
Beirut where they are re-
ceived by the Al Saiga com-
mander, Lt. Col. Mustafa
Saad a Din. They are warned
not to reveal their identity
but to pretend to be Pales-
tinians.

'No Justification for Capital
Punishment for Terrorists'
TEL AVIV IJTA1 — A
group of experts who have
studied proposals for the re-
introduction of capital pun-
ishment for Arab terrorists
has concluded that there is
no justification for such a
move either in Israel proper
or the administered territor-
ies.
The. recommendation of the
group was disciti-i- i".1 be Jus-
tice Minister Yaacov Shim-
shon Shapiro in an address
to the Tel Aviv Bar Associa-
tion.
Shapiro said it was the
opinion of the experts that
no execui ■ ;;.:. 2 f terrorists
should be carried out and
that they believe this policy
has saved the lives of many
Israeli soldiers captured by
the enemy.
In recent weeks, two ter-
rorists have been sentenced
to death by military tribuals.
The justice minister said that
he personally was against re-
introduction of capital pun-
ishment.
