CAPITAL NEEDS COMMITTEE

Geogrophical shifts in population require that the Capital Needs Committee must be
aware of the future building needs as agencies relocate to be able to better service the
community.

ings, repairs and renovation of existing structures, the Committee must balance the exist-
ing capital funds from the Federation budget against the priority of agency needs. With
the relocation plans of some agencies and the aging of various buildings, the Committee
has had to utilize all its ingenuity in meeting the capital requests of the member agencies.

UNITED JEWISH CHARITIES

The United Jewish Charities was one of the earliest of the Jewish com-
munity associations anywhere in the United States. Created in 1899 to coor-
dinate the philanthropic deeds of the Detroit Jewish community, it was the
predecessor and one of the founders of the Jewish Welfare Federation. As
senior member, it has remained primarily concerned with the communal
properties and with the development of endowment funds and their man-
agement.
A few months ago, the United Jewish Charities, acting in conjunction with
the Jewish Welfare Federation, responded to a plea for help from flood-
stricken Wilkes-Barre's Jewish community. Its appropriation of 585.000.
joined with contributions from other Federations, will hasten restoration of
Jewish communal services and the rebuilding of Jewish community institu-
tions. While such emergency situations can not be planned for or budgeted
in advance, they can be eased most expeditiously by help from the funds a-
vailable through the United Jewish Charities.
United Jewish Charities plays an increasingly important role in encoura-
ging agency research and program development. It also is able to finance pi-
lot projects not normally allocated for within regular agency budgets. Simi-
larly UJC can furnish "seed money" to enable preliminary programs or cap-
ital developments to be initiated by Federation agencies.
