Jewish Vocational Council in NY
Seeks Jobs for Elderly Poor
BY BEN GAI.LOB
(Copyright 1972, JTA, Inc.)
A federally-funded three-
city program to seek job
opportunities for older han-
dicapped persons, on or near
the poverty level, who can
and want employment has
been announced by the Jew-
ish Occupational Council, the
national coordinating agency
for Jewish vocational ser-
vices. Project RETAIN —
for Re-Employment of the
Aged in Industry — is being
directed by the JOC which
received a $175,000 three-
year grant for the project
from the social rehabilitation
service of the federal De-
partment of Health, Educa-
tion and Welfare.
Milton • II. Stiller, chairman
of the JOC board, said the
project was being imple- -
mented by three of its af-
filiated agencies — the Fed-

5 Arab Countries
Will Control Oil
NEW YORK —Five Arab
countries ultimately will have
majority control over one-
third of the western world's
petroleum as a result of a
signed agreement after nine
months of negotiations with
private oil companies, it was
announced.
The five Arab countries in-
volved in the agreement
were Saudi Arabia, Iraq.
Kuwait,
t, Abu Dhabi and
Qatar.
A clause in the agreement
called for a gradual increase
in Arab participation which
eventually will give the Arab
countries $1 per cent control
of the oil companies in their
countries, an oil company
spokesman said.
The companies involved
were Standard Oil of New
Jersey, Standard Oil of Cali-
fornia, Texaco, Mobil, Brit-
ish Petroleum, Shell and

15 ..11/S communities, pointed
up the lack of job placement
services, other than those
provided by the Jewish job
agencies, for needy older
persons. Miller added that
panel reports of the 1971
White House Conference on
the Aging
underscored the
financial plight of Americans
over 60 as a national prob-
lem.' The conference recom-
mended that steps be taken
to open job opportunities.
Ile said Project Retain was
a response to evidence that
"increasing numbers of older
persons in financial need and
capable of working are being
shunted out
of a
youth-
oriented labor market."
Each participating agency
has set up project head-
quarters in areas with high
percentages of aged poor, in
addition to use of its regular
facilities for the program.
In addition to the main
goal of speedy placement of
applicants on jobs, Miller
said, another objective is to
develop support in each com-
munity to continue special
placement services for older
persons after the federal
funding terminates. Local
advisory committees are be-
ing set up to work with each
project effort to develop a
flow of clients and to formu-
late on-going community pro-
grams.
