hour rescue of the nine Is-
raeli hostages at Munich

journal, KWIK.
According to this account,

Moshe Dayan and the chief
of Israel's secret service,
Gen. Zvi Zamir, had worked
out a plan by which the Is-
raeli hostages and their Arab
captors would have been put
to sleep in the Lufthansa air-
craft in which they were
held.
A team of nine Israeli ex-
perts arrived in a special
plane at Munich to put the
plan into operation. But the
German police did not learn
of this until a few minutes
after expiration of the final
ultimatum by the Palestinian
terrorists, KWIK reports.
In Paris, the editors of
Nouvelle Observateur, said
Israel's secret service is pre-
paring a counter offensive
against Arab terror. The re-

Investments Urged

in Occupied Lands

JERUSALEM (JTA)—The
ministerial economic com-
mittee decided to encourage
investment in the adminis-
tered territories by offering
Israeli investors the same
incentives that apply to in-
vestments in development
areas in Israel proper.

The move was viewed as
having political significance
for the future of the terri-
tories.

The decision followed - a
warning by Finance Minister
Pinhas Sapir on an Israel
army radio interview that
the continued occupation of
Arab territories threatened
both Israel's security and
moral image. Sapir said he
feared that if Israel keeps
the populated territories, al-
most half of the combined
population of Israel and the
territories will be Arab.
"I am of the opinion that
so long as we remain there
it is up to us to aid the in-
habitants of the areas in
building the economy," Sapir
said. But Sapir added that
investments in the territories
must be controlled so that
Israel is not limited in its
eventual negotiations with
the Arabs.
