Ziegler Says Nixon, Gromyko 'Discussed' Visa Tax

administration's diplomatic
efforts on behalf of Soviet
Jews but stressed the need
for concurrent action, par-
tially by Congress, to bring
an end to the exit tax.
Tuesday morning, White
House press secretary Ron-
ald Ziegler disclosed that the
matter of the visa tax was
brought up at President Nix-
on's meeting Monday morn-
ing with Soviet Foreigii Min-
ister Andrei Gromyko. Re-
plying to a question by the
Jewish Telegraphic Agency,
Ziegler said "It was dis-
cussed" but would not elabo-
rate. The JTA learned from
a White House source that
the visa tax issue was raised
during the President's morn-
ing meeting with Gromyko,
several hours before Secre-

Stein told the JTA Tuesday
that Rogers did not mention
the matter being raised at
the meeting with Gromyko at
which Rogers was present.
But he said that he gathered
from the tone of their meet-
ing with Rogers that "the
matter is continuing to be
communicated to thel Sov-
iets" and that "In every or
almost every contact it is a
topic of discussion."
Rogers' meeting with the
three Jewish leaders was at
the secretary of state's in-
vitation. It lasted over an
hour and was a follow-up to
their meeting of Aug. 18 on
the subject of the Soviet visa
fees.

During the meeting the
three Jewish leaders stressed
their anxiety over the de-
teriorating conditions for
Jews who desire to emigrate
from the Soviet Union and
for those affected by the
newly imposed Soviet educa-
tion tax. Rogers said that
"this is a matter of continu-
ing concern to the govern-
ment and that this concern
has been and is continuing
to be communicated to the
Soviets," the JTA was told.
