Project to Help Elderly Find Jobs

NEW YORK - The Jewish
Occupational Council (JOC)
has launched a program un-
der a three-year grant from
the Social and Rehabilitation
Service of the U. S. Depart-
ment of Health, Education
and Welfare to open employ-
ment opportunities for older,
handicaped persons who are
able, needy and interested in
working.
Project RETAIN - Re-em-
ployment of the Aged in
Trirlitstry - is directed and
snoervised by JOC through
three of its affiliated Jewish
vocational agencies: the Fed-
oration Employment and
Guidance Service of New
York and the Jewish Voca-
tional Services of Boston and
Chicago.
Noting the long-time con-
cern of the Jewish vocational
services for the economic
plight of the older person,
Milton H. Miller, chairman
of the JOC board, described
Project Retain as an out-
growth of an earlier planning
proposal conducted by JOC
under the sponsorship of the
Social and Rehabilitation
Service.
The study, which involved
15 JVS communities, pointed
up the lack of job placement
services, other than those
provided by the JVSs, for
needy, older persons.

Recent studies on the Jew-
ish poor reveal the financial
plight of large numbers of
those over the age Be. Panel
reports of the 1571 White
House Conference on Aging
underscore this as a national
problem, and recommended
that steps be taken to open
employment opportunities.

"Project RETAIN is most
timely," said Miller, "in view
of the evidence that increas-
ing numbers of older persons
in financial need and capable
of working are being shunted
out of a youth-oriented labor
market."
In addition to using regular
JVS facilities, each of the
participating agencies
has
set up its project headquar-
ters in areas which have a
high percentage of aged poor.
Highly experienced job
counselors and job develop-
ers are working as a team in
assisting applicants to find
employment. A third mem-
ber of the team, the com-
munity advocate, is going out
into the community to make
the project known and is also
serving as the client repre-
sentative to employer s,
unions and other organiza-
tions dealing with older
people.
In addition to the main

thrust of the program on
quick placement of appli-
cants on jobs, another objec-
tive is to develop local sup-
port in each community to
