Hebrew Schools Teachers' Agreement • Bnai
Reaches Impasse; New Crisis Imminent

There is an impasse in
negotiations between teach-
ers and :administration of the
United Hebrew Schools, and
the teachers again are de-
manding arbitration to avert
a crisis.
They charge that while six
of their representatives had
met with 111-1S spokesmen to
plan a contract, the framers
of the contract now are ne-
gating the principles on
which the negotiations were
believed to have been con-
cluded.
The teachers charge that
"a totally erroneous interpre-
tation" now is being given to
the decisions that were sup-
posedly reached on Sept. 14.
Joseph Baras, president of
the Hebrew Teachers Asso-
ciation, states in his charges
on behalf of the association
me m hers that there is
"ample evidence" to indicate
the hiring and protecting of
unqualified and incompetent
teachers. This, they believe,
harms the educational stand-
ards of the schools.
To counteract this, Baras
said, the teachers are "in
favor of establishing proper
applicable standards as well
as an evaluation of proced-
ures jointly by teachers and
administration."
"In 'cases of irreconcilable
differences concerning stand-
ards the issue should be
turned over to an objective
independent body for a hear-
ing of all viewpoints for final
determination," Baras's
statement declares. He has
addressed these views to
members of the UHS board.
His statement on behalf of
the teachers further declares:

"We are in favor of man-
agement rights as prescribed
by law. We are opposed to a
carte blanche' management-
rights, whereby manage-
ment can do whatever it
pleases.
"We believe that proba-
tionary teachers should not
be dismissed without just
reasons."

The latter point may be a
bone of contention in the
controversy. .,
Baras declared that the
teachers primarily want an
opportunity to ne goti a te
under arbitration. They offer
to submit to arbitration and
to continue to teach until an
arbitration committee acts
on their grievances.

process of expanding its membership campaign efforts.
Additional volunteers were enrolled at the annual dinner
meeting held at Cong. Bnai David. The event was ad-
dressed by Jack Faber of Chicago, president of District

the John F. Kennedy Center for the Performing Arts
Sunday. A number of Detroiters will fly to Washington
for the event. Planning the inaugural concert and the
nationwide silver anniversary concert tour are (from
left) Asher Naim, counselor of the Embassy of Israel;
and Ambassador and Mrs. Itzhak Rabin. In Detroit, Mr.
and Mrs. Samuel Hamburger will host a cocktail recep-
tion honoring Maestro Zubin Mehta 3-5 p.m. Wednesday at
the Raleigh House. That evening, the orchestra performs
in Flint. The Detroit performance, 8:30 p.m. Oct. 7 at
the Masonic Auditorium, is under the auspices of the
Zionist Organization of Detroit. Tickets are on sale at
Hudson's and Grinnell's.
