LONDON (JTA) — Ten
prominent Soviet Jewish sci-
entists scholars and acade-
micians seeking to emigrate
to Israel will have to raise
a combined total of more
than $300.000 to pay for exit
visas for themselves and
their families under the new
scale of fees levied by Soviet
authorities, Jewish sources in
the Soviet Union said Tues-
day. Th e total was tallied y
Jewish circles in Russia on I
the basis of the fees demand-
ed to compensate the state
for the free higher education
enjoyed by those who want
to leave.
The sources observed that
most educated Russian Jews
who have gone to Israel and
almost all who have applied
for visas have already made
valuable contributions to
Soviet science, scholarship,
medicine, technology and the
arts. Thus they have already
repaid the state many times
for its investment in their
education, the sources said,
adding that while this argu-
ment may appeal to the bu-
reaucratic imagination the
real issue is the principle
that no civilized society can
demand ransom for its citi-
zens who want to leave.
The Jewish circles esti-
mated that Roman Rutman
would have to pay about
$31,850 for his exit visa and
his wife another $19,600 for
hers; Viktor Polski would
have to lay out approxi-
mately 349,000 for himself,
his wife and his father-in-
law; Benjamin Levich would
have to pay more than 5100,-
000 for himself, his wife, his
son Yevgeny, Yevgeny's wife
and his son Alexander and
his wife.
The exit visas of Boris
Orlov, his wife and his father
would cost $24,300, and Lev
I.iubov would have to pay
over $31,000 for his and his
wife's visas, it was estimat-
ed. The visa sought by Viktor
Yakhout carries
a
$9,800
price tag, and Vladimir Pres-
tn would have to pay $19,-
600 for himself and his wife
to leave Russia. Vladimir
Raginsky and his wife would
pay over $31,000.
Two more Jewish activists
have received stiff prison
terms, it was reported by
Soviet Jewish sources. Ilia
Glezer, 41-year-old biologist
specializing in brain re-
search, was sentenced in
Moscow to three years in a
strict - regime forced - labor
camp for "anti-Soviet and
Zionist propaganda."
Grigory Berman, 26-year-
old philologist, received the
identical term in Odessa on
conviction for draft evasion.
Arkady Voloshin and Lazar
Abramovitch Trakhtenberg,
sentenced in Kishinev in
June 1971, to two years' im-
prisonment at forced labor,
have been released and have
returned home, Soviet Jew-
ish sources reported. Volo-
shin, 28. and Trakhtenberg.
27, were arrested Aug. 18,
1970, convicted of "antt-Soviet
activities." and released on
the second anniversary of
their arrest.
The cruelties of a Soviet
forced labor camp were de-
scribed by Trakhtenberg,
who spent time in solitary ;
confinement for offering his •
lower bunk to a sick Jewish
fellow prisoner at the camp.
Trakhtenberg argued with
a camp foreman who insisted
that he give the lower bunk
to one of the former Nazis
incarcerated in the camp in-
stead of to 51-year-old Lev
Kornblit.
According to Trakhtenberg,
Kornblit, who survived Nazi
concentration camps during
World War II, was ill and
coluldn't sleep. In solitary,
he said, he was fed only on
alternate days.
Three Soviet Jews — Yuri
Soroko, Zinovi Melamed and
all of
Simcha Remennik,
Kiev—are said to have signed
a letter to President Nixon,
appealing that he intervene
with the Soviet Union to per-
mit Jewish emigration.
The letter claimed that Dr."
Henry A. Kissinger. the F,
President's adviser, raised is
the subject of Russian Jews;
during his trip to Moscow
with President Nixon.
