Avrunin Outlines Major Federation
- Purposes and Communal Objectives
The priorities for serving the
Jewish community in terms of bal-
ance between facilitating delivery
of services and planning for fu-
ture community needs are dis-
cussed in an article by William
Avrunin, executive vice president
of the Jewish Welfare Federation
of Detroit.

Jewish Federation-Council of Los
Angeles.
Avrunin stressed that the ma-
jor purpose of federation is to
make it possible for member agen-
cies to function at the highest
level of service and in the most
productive way. Necessary to the
realization of this purpose is the
maintenance of the voluntary, par-
ticipatory character of association
of the federation agencies. Es-
sential, too, is the use of Federa-
tion as a planning as well as allo-
cations agency.
Perspective is most important in
the whole enterprise of planning
and priorities, Avrunin wrote. The
pull between the needs of the
present and projected future re-
quirements of the community
must be balanced with the reali-
ties of the funds available. He
noted that federation has become
an integral prt of the heritage
of the American Jewish commu-
nity and a useful instrument to
meet the needs of each genera-
tion of Jews.
The Journal is a professional
publication of the National Con-
ference of Jewish Communal Serv-
ice. Avrunin was the organiza-
tion's president in 1966.
