Dr. William B. Quandt, a staff
researcher in social science for the
Rand Corporation, which does re-
search for the federal government,
said that the Israeli-Arab conflict
is "less burning" in the North
African states, regardless of their
affinity for the Middle East Arabs,
and they consider the conflict "re-
mote."

Quandt testified in his personal
capacity before the African and
Near East subcommittees of the
House Foreign Affairs Committee
at a hearing on North African
economic. development.

"If we become militarily in-
volved it would jeopardize our
relations with the Arab states
and they would use their o"

"voice of Black Africa and the
Black people."
Asked afterwards by the JTA
for his impression of the testi-
mony on the OAU, Rep. Diggs
said that the Black African
states base their policy toward
Israel on their bilateral relations.
The OW has a different policy
"but it does not have much
meaning."
The "real key to Black African
relations is bilateral rather than
on the OAU level," Diggs said.
"The Black states," he said. "may
go through the multilateral mo-
tions that they don't propose to
implement back home."

tinue, the statement added, to
provide Israel with the military
equipment, necessary financial
credits, economic supporting as-
sistance and diplomatic backing-to
forward this policy.

In its presentation to the Young
Republicans, AIPAC proposed the
following "key points" for inclu-
sion in the 1972 Republican plat-
form, which are similar to the
ones adopted by the Democratic
Party Convention in Miami Beach,
namely to: "1) Promote direct
Arab-Israeli negotiations to achieve
a final peace based on agreed and
defensible frontiers: 2) Maintain
Israel's deterrent strength by pro-
viding her with planes, sophisti-
cated equipment and economic
supporting assistance: 3) Maintain
U.S. strength in Europe and the
Mediterranean area to preserve
the balance of strength and pre-
vent an eruption of hostilities: 4)
Recognize Jerusalem as the capital
of Israel and move the U.S. Em-
bassy there; 5) Assist Israel and
the Arab states to rehabilitate and
resettle refugees."
