VIENNA-To'the Socialist and
Labor leaders from 30 countries
attending the Socialist Internation-
al congress here, Golda Meir is
the belle of the ball.
A Socialist since she taught
school in Milwaukee, Israel's prime
minister looks upon these delegates
as old friends, and their regard
for her is much in evidence.
Sen. Pietro Nenni of Italy hugged
and kissed her when they met on
the dais of the congress hall. West
Germany's Chancellor Willy Brandt
I conferred with her at a reception
in the Austrian Federal Chancel-
lery. And Austrian television fol-
lows her everywhere, including a
transit center for Jewish emigrants
from the Soviet Union.
The importance with which Mrs.
Meir regards the Socialist inter-
national was summed up by an
Israeli official, who pointed out
that it is one of the few prestige
organizations that has consistent-
ly backed Israel.
When Mrs. Meir drops out of
sight for several hours, rumors
circulate that she is having secret
contacts with Arab emissaries. Her
aides disregard the stories.

eral Arabs and others who might
