Allon Reveals Pilots' Error

JERUSALEM (JTA)—Three op-
position factions filed motions in
the Knesset Tuesday protesting
Deputy Premier Yigal Allon's dis-
closure Sunday that Israeli pilots
mistakenly bombed a Lebanese
village during an air strike against
terrorist strongholds in southeast-
ern Lebanon last week.

Cabal. State List and Free
Center factions claim that Al-
lon's disclosure was a violation
of security and especially unwar-
ranted at a time when Israel's
representatives at the United Na-
tions were trying to avoid cen-
sure by the Security Council.

Circles close to Alton said Tues-
day that his revelation of the
error was not a slip of the tongue
but was planned and guided by
political considerations. Although
the denutv premier has come un-
der attack from some quarters.
others. including Health Minister
Victor Shemtov of the Mapam
faction • have lauded his courage
in admitting the mistake.

Allon made the disclosure while
addressin" a memorial meeting
for the late Labor Party lead.-

Harod. After warning the Leb-
anese government that Israel
would not tolerate terrorist in-
cursions from Lebanese soil, Al-
ton expressed regrets that the
Lebanese village of Hasbiyeh was
attacked by Israeli pilots as a
result of a technical malfunction
over which the pilots had no con-
trol and that civilian casualties
were caused. He said the village
was close to their target, a large
terrorist base.
"We do everything to prevent
loss of life to civilians, but once
fire is opened, civilians may be
hurt. as was the case of Hasbiyeh
which. to my regret was attacked
mistakenly." Alton said.

In bringing the matter before
the Knesset, the opposition fac-
tions demanded clear guidelines
on the leeway allowed cabinet
ministers in making public state-
ments that involve state security.

The people of Hasbiyeh were

flying white flags from their
houses this week in what they
said was an appeal to Israel
and to Arab guerrillas "to leave
us in peace.'

The mayor, Fuad Abusaleh, 72.
said it was the fedayeen's fault
that Israel attacked the village
because the Israelis were seeking
out terrorists.
An uneasy cooperation between
Lebanese officials and guerrillas
took various forms in border vil-
lages. In some, the army worked
with the commandos to enforce
curbs on terrorist activity. In oth-
ers, like Hasbiyeh, the army and
the villagers were making sure
the commandos did not return.

Amsterdam published an adver-
tisement in most newspapers

to the Arab Red Crescent "to
help the Lebanese civilian popu-
lation of Hasbiyeh village in south-
ern Lebanon which was severely
hit by arbitrary Israeli bombing."
The committee claimed that 3,000
guilders has been transferred to
the Red Crescent for the purpose.)

TEL AVIV — Africa-Israel In-
vestments Ltd., one of Israel's fore-
most real estate and developments
companies, announced that it will
build a new garden suburb, to be
called Givat Savyon, adjoining Is-
rael's well-known home commu-
nity. Gerald Selbst, managing di-
rector of Africa-Israel, reported
that his company will develop an
area of 210 dunams (521/2 acres)
near Savyon, the villa suburb it
built' eight miles from Tel Aviv.

Hassan Again Seeks Arab
Unity in Fight on Israel

RABAT (JTA)—King Hassan II
of Morocco has issued an urgent
call for an Arab summit meeting
to consider the deteriorating sit-
uation in the Middle East, it was
disclosed here Monday night. The
Moroccan ruler cited the "re-
peated attacks on the Lebanese
border country by our enemy, Is-
rael." as one of the reasons for
convening a summit meeting. ac-
cording to the text of his letter

The Moroccan Association to
Help the Palestinian Struggle an-
nounced Tuesday that it had pro-
vided 20 Jeeps and 25 tons of
food to guerrillas of the "Pales-
tine resistance." The announce-
ment said the food and vehicles
have already been delivered to
"the fighting bases of the Pales-
tinians" and to "allow the Pal-
estinian revolution to continue in
its glorious struggle to liberate
our holy places." The Moroccan
organization has branches here
and in Casablanca, Fez, Safi and
Sale. Its statement exhorted "all
responsible Arabs" to identify
themselves with El Fatah Chief
Yassir Arafat in order to "help
Lebanon in a more effective way."

Allon has said that Israel would
he willing to consider paying com-
pensation to Lebanese civilians
affected by the bombing. Villagers
said nine people died.

Despite accusations by the resi-
dents of Deir al Aichayer that 19
people, mostly children, died in
an Israeli bombing attack there,
Israel has not acknowledged hit-
ting any houses in that village.
Deir at Achayer is less than five
miles from the Syrian border and
located near a road thought to
be a key supply route from Syria
for the commandos.
