in New York on the Jewish Sab
bath and holy days of all faiths.
Earlier, New York Mayor John
Lindsay signed into law' a sim-
ilar hill he personally sponsored
in response to persistent complaints
that such scheduling disenfran-
•hised observant Jens from votim;

In signing the measure, the
mayor said there was a critical
need for such legislation because
it would permit "the widest com-
munity participation of the elec-
torate" in choosing members of
boards of anti-poverty agencies
and local school districts.

The state law covers all elec
lions in which city, state or federa -
monies are involved. Similar bill•
in the Senate and the Assemttls
were approved overwhelmingly.

Currently, Jews have substatial
representation on the boards of
only two of the city's 26 local corn
munity antipoverty agencies —
Crown Heights and Williamsburg—
the only two agencies which die
not conduct their last elections
on the Jewish Sabbath.

Jerusalem Mayor Teddy Kollek will
speak that evening.

More than 1,000 delegates, in-
cluding a large Detroit delegation,
will attend the eight-day conven-
tion, which begins July 12 with
a pilgrimage to the tomb of Theo-
dor Herz) on Mt. Herz' and a
reception in the Knesset, Israel's
parliament. () t he r convention
events will be held in Tel Aviv. at
the Roman amphitheater in Cae-
sarea and on the ZOA's Kfar Sil-
ver campus near Ashkelon.

As part of the opening ses•
sion, American and Israel flags
—together with the flags of 50
states and the District of Colum-
bia—will be brought into the
Binyaney Ha'ooma for a kaleido-
scopic presentation of colors.

state capitals during the next few
weeks to receive. the flags from ;
the governors or other high state

Fakery in Religious Items
Spurs Legislation Move

JERUSALEM (JTA)—A minis-
terial committee was appointed
Sunday to work out enforceable
legislation that would outlaw the'
sale of fake mezuzas and other :
religious paraphernelia.
The committee was assigned the
task after Religious Affairs Mini-
ster Zerach Warhaftig complained
at a cabinet meeting that unwary
tourists were being sold mezuzas
and phylacteries that did not con-
form to religious laws.

Dr. Warhaftig explained that
the portions from the scriptures
contained in the religious objects
must be written by hand on pre- '
scribed material.

He said that some purchasers
opened their mezuzas to find that
the scriptural portions were re-
produced by photo offset.
Justice Minister,. Yaacov Shim-
shon Shapiro told the cabinet that
it was difficult to prosecute of-
fenders under existing laws.
