Over the past 35 years, Sen.
Martin has had ministerial respon-
sibilities in both the domestic field
(secretary of state, national health
and welfare) and the external
sphere (external affairs), of Cana-
dian government.
He was chairman of the Cana-
dian delegation to the United Na-
tions, president of NATO, a repre-
sentative at numerous interna-
tional and Commonwealth gather-
ings and a key negotiator of trea-
ties and trade arrangements.
Sen. Martin was first elected
to the House of Commons in 1935.
He won 10 consecutive elections
in the constituency of Essex
East and was dean of the House
of Commons.
As secretary of state, one of his
first important responsibilities was
guiding the Canadian Citizenship
Act through Parliament.
The year after, he became min-
ister of national health and wel-
fare, and in his 11 years in that
post was responsible for some
of Canada's most significant so-
cial advances, including the Na-
tional Health Program. Federal
Old Age Security Plan and the
Hospital Insurance and Diagnostic
Services Act. It was during this
period the groundwork was laid
for Medicare_
Sen. Martin was appointed
secretary of state for external
affairs April 22, 1963, and held
this portfolio until April 1968
when he was summoned to the
Senate.

paper "Kai Shi" reported in early
May that Dr. Hassan Zaza has ac-
cepted a proposal by Egyptian
Higher Education Minister Shams
al-Wakil to establish a chair at
Alexandria University for the study
of "the history and culture of the
Zionist enemy."
In an interview. Dr. Zaza said
the Jews "killed Moses, their pro-
phet and even in their holy writ-
ings they are called killers of
prophets. The time has come for
the Arabs to wake up and under-
stand that they stand before a
severe danger to their culture and
their religion."
