Israel's Leaders Look Ahead to Peace

JERUSALEM —Hopes for peace,
coupled with warnings against pre-
mature relaxation of alertness,
were the theme of messages for
Israel's 24th Independence Day by
Israeli President Zalman Shazar
and Prime Minister Golda Meir.
"The reestab-
Shazar stated:
lished state of Israel celebrates its
24th anniversary in the midst of
its efforts to achieve decent and
enduring relations with its neigh-
bors. During the last year in par-
ticular proposal after proposal has
been made by us, by friends and
by observers."
While, in the view of President
Shazar, Israel's security forces
had no choice but to maintain a
high level of military prepared-
ne ,:s,
he nevertheless
detected
among Arab leaders an increas-
ing awareness that the sword
cannot - provide answers to our
problems and that there is no real
alternative to fair and honest polit-
ical negotiations as soon as pos-
sible. We may see ourselves to-
day as much closer to dialogue

Prime Minister Golda Meir noted
that the 19-month-old U.S -spon-
sored cease fire continues, add-
ing: "This was primarily due to
the growing realization in the Arab
world that renewed aggression or
warfare against us is bound to
fail in the future . as it has failed
in the past. We owe this to the
bravery of the Israel Defense
Forces and the steadfastness of the
Israeli people."

end en a private visit carrying the
President's personal Independence
Day greetings to Premier Golda
Meir.

(Mrs. Meir said Tuesday night
that at present there is no sign
of American pressure on Israel
to make concessions to the Arabs
and that after having met with
President Nixon three times
since she assumed the premier-
ship three years ago she felt that
the U.S. would never "squeeze
Israel to do what Sadat wanted."

(In a television interview on a
wide range of subjects, she claimed
that Israel desires peace but its
neighbors are not ready for it
"The solution is to grow stronger
from the social, economic and
military points of view until our
neighbors are prepared to live
with us—not to make peace but
simply to live with us," she said.

(Mrs. Meir supported the line of
the World Zionist Organization
when she maintained that the sur-
vival of Russian Jewry could be
assured only by emigration, not
by asking for their civil rights in
Russia. She said she was sure that
hundreds of thousands of Soviet
Jews would come to Israel if they
were permitted to leave.)
