Waldheim: Mid East Is UN's Top Problem

LONDON (JTA) — United Na-
tions Secretary General Kurt
Waldheim ranks the Middle East
problem the most important poli-
tical situation that must be solved
by the UN.
Addressing a mess conference
here. Waldheim said that 1,,,N
mediator Gunnar V. Jarring would
return to New York at the end
of this month from his ambassa-
dorial post in Moscow.
"By then we hope to get the
answers about the possibility of
resuming the Jarring mission" to
find a solution to the Middle Fast
conflict, Waldheim said

French leaders reported I y
agreed on the need for an early

talks on the Middle East. Wald-
heim, who also expressed the
hope that the talks could include
the People's Republic of China,
left after talks over the week-
end w ith President Georges
Pompidou and French Foreign
Minister Maurice Schumann.

present situation does not favor
the renewal of UN mediator Gun-
nar V. Jarring's Mid East peace
mission. Dr. Waldheim neverthe-
less expressed the hope that Jar-
ring could resume his work in the
not too distant future.
The secretai y general told a
press conference here that the UN
was ready to send observers to be
posted on the Israel-Lebanon bor-
der, scene of the most recent ter-
rorist, activity, as soon as "the
Security Council adopts such a

ly to Waldheim against such a
plan.
Israel's principal objection is
reportedly based on past experi-
ence between 1948 and the Six,-
Day War when adjudication by UN
truce observers introduced a com-
plicating factor in the area.
In its stateliient to Waldheim,
Israel contended that the UN ob-
servers stationed along its bor-
w ith Egypt and Jordan
ders
never prevented sabotage and
were often accused of a lack of
impartiality.

According to Israel. responsi-
bility for preventing terrorist in-
cursions rests primarily on the
governments of countries harbor-
ing terrorists. Moreover. Israel
claimed. terrorist incursions occur
at night and, therefore, cannot
he observed. The terrain along
the Lebanese border is such that
no physical evidence, such as
footprihts are likely to remain.
Mrs. Meir Reaffirms That Israel
Intends to Retain Most of the
Administered Territories
JEURSALEM (JTA) — Premier
Golda Meir reiterated Sunday that
Israel intends to retain most of
the administered territories even
after a peace treaty is signed in
order to secure itself against fu-
ture Arab attacks. In an inter-
view on BBC, Mrs. Meir said a
signature alone on a peace treaty
is not enough. Israel must have
secure borders as a guarantee
that the Arabs will not attack. She
defined secure borders as those
that would make the risk of at-
tacking Israel too great for the
Arabs to take.

adopted overwhelmingly an Egyp-
tian resolution asking the secre-

containing "United Nations reso-
lutions concerning the declara-
tion of grave breaches of the
Geneva convention as 'war
crimes.'" and relevant state-
