TEL AVIV (JTA)—The Labor
Party kibutz movement has voted
to support a bill in the Knesset
which would allow civil marriages
for persons whose marriage would
be forbidden according to Halakha.
But the members of the Ichud
Ilakvutzot Vehakibutzim also voted
by a large majority to retain the
ban on civil marriage in Israel for
all other couples.
The resolutiOn stressed that the
support of civil marriage in spe-
cial cases was a humanitarian ges-
ture. On the other hand, it said,
halakhic marriage must be retain-
ed because religion is deeply root-
ed in the nation's history.
The principal reason for main-
taining halakhic marriages, how-
ever, is the fear that widespread
civil marriage might result in an
increase of mixed marriages lead-
ing to a decline of the Jewish popu-
lation_

The project involves the building
and furnishing of two structures:
a modest sanctuary reminiscent of
the synagogue of the American
Revolution and a Museum of
American Jewish history.
Completion of the entire project
is expected in early 1976, in time
for the nation's Bicentennial.
Fishman noted the project was
developed at the behest of com-
munity leaders—non-Jews as well
as Jews—who recognized the im-
portance of returning Mikveh Is-
rael to the area of its origin.
"The return of the synagogue
which represented Judaism in the
Revolutionary period .
. gives
evidence of the freedom of reli-
gious practice which existed in this
country even prior to the attain-
ment of political freedom," he
said.
