HISTORY IN THE M.UUNG: To attend a meeting of the board of
directurs - of the Council of Jewish Federations and Welfare Funds is
to witness American Jewish history in the making. Four times a year
the board holds its meetings under Max M. Fisher, CJFWF president,
and at each meeting something new and important is added to die
expansion of Jewish communal life in this country and Canada.
The Federations and Welfare Funds—which constitute the or-
ganized Jewish communities—encompass virtually every major respon-
sibility in Jewish communal life.

or aid the growth of many facets of Jewish communal life and in-
sure its continuity and creativity. He considers the establishment of
the institute for Jewish Life a basic move in this direction.
The Institute, under the directorship of Prof. Leon A. Jick, will
concentrate on innovative programs and experiments. It will not en-

gage in on-going services. It will recognize that existing organizations
themselves must be innovative and experimental; it will utilize them
as fully as possible to institute, develop and conduct the experiments.
It will exist on a interim basis for three years, after which its achieve-
ments will be fully assessed. Its concerns and work will range across
:the total fabric of Jewish life.
The hunching . by the CJFWF board of the Joint Cultural
Appeal—approved by more than 200 communal leaders and Jew-;
ish federation executives who attended the board's meeting—stems
from the fact that the nine agendes for whom the appeal will
now be the joint fund-raising body, have been "financially under-
nourished" by the communities.
• A dramatic appeal for upgrading their allocations was made at
the CJFWF board meeting by Lawrence Williams of Cleveland, who
urged tliia communities to revise their „former inadequate allocations
patterns to these agencies and establish higher levels for them, through
the Joint Cultural Appeal.
The nine national organizations for whom the Joint Cultural Ap-
peal has been proclaimed serve the Jewish community with a wide
range of programs in the areas of scholarship, research, archives and
libraries. They include the YIVO Institute for Jewish Research, the
Congress for Jewish Culture. the National Foundation for Jewish

Culture, the Conference on Jewish Social Studies, the American Jew-
ish Historical Society. the Jewish Publication „Society- , the American
