During my last trip to Israel, I again was impressed by the enor- mous vitality of Israel. Though surrounded by enemies, and con- tinuously threatened by the pos- sibility of war, Israel continues to meet the needs of the thousands of immigrants who continue to flow into the country, and whose num- bers are increasing'with the arrival of Soviet Jews. But, as thousands arrive from the Soviet Union, Israel's economy is put under additional -strain. Because I have worked hard for the last five years to press Soviet officials, diplomats and journalists to support the right of Jews to emigrate and to allow first-clas-s citizenship for those - This new group is headed by Rabbi Moshe Sherer, executive president of Agudath Israel of America. The new coalition, Citi- zens Relief for Education by In- come Tax (CREDIT), will concern itself solely with the paisage of legislation to give a federal tax income credit for part of nonpub- lic school tuition costs to parents of children attending such schools. Rabbi Sharer reported that the CREDIT coalition has launched a national campaign to educate the public and legislators on the value of educational income tax credits. More than a dozen bills for this purpose have already been intro- duced in Congress. By way -of explaining this plan, Rabbi Sherer singled out as an example a bill introduced last month by Congressman Wilbur Mills (D-Ark.), chairman of the House Mays and Means Commit- tee, and Congressman Gerald Ford (R-Hieh.), House minority leader. He added that it was "conceivable" that the Jewish community "may have to consider a special Jewish Poverty Emergency Fund." That view was experssed by Jer- ome Comer, president of the Jew- ish Federation of Chicago, in a report in which he described the assistance given by the Federation to the Jewish poor in Chicago. He said Federation member agencies were currently providing direct service to nearly 70 per cent of the poor and near-poor Jews in Chicago. He said that of the 70,000 Chicago Jews aided by those agencies, almost 19,000 or nearly 30 per cent, were economically dis- advantaged. Soviet Union, I now favor. FOX (Copyright 1972, TTA, Inc.) The well-known Aramaic prayer "B'rich Sh'meh" (Bleised be the name of the Sovereign of the Universe) is found in the Kaba- listic- Book of the Zohar (Exodus 208a) where it is written that "when the Scroll is taken out to be read, the gates of the heavens of mercy open and the celestial love is awakened. It is then fitting for a man to recite this prayer." - The famous Kabalist, Rabbi Isaac Luria, is said to have intro- duced this prayer into the regu- lar liturgy. Some contend that it should be said only on the Sab- bath when man in not too much in a hurry so that he can concen- trate on its meaning. The prayer in general is a petition to the Al- mighty to bestow upon the worship- per the light of learning and in- spiration, declaring that man re- lies only on the Almighty to bring peace, sustenance and enlighten- ment. It should be noted that the Holy Scroll is actually the covenant that establishes the two-way rela- tionship between man and the Creator. When the ark is open and the scroll is revealed and about to be taken out for reading, man is close to the Almighty and is obligated to reaffirm the bond that exists between man and God.
