Arab Propagandist
With U.S. Experience
at Work in Argentina

MIAMI — An Arab propaganda
agent who engaged in anti-Semitic
activities in the United States 20
years ago is "the major force- be-
hind a new virulent anti-Semitic
and anti-Israel campaign in Ar-
gentina," the director of the Latin
American affairs- department of
the Anti-Defamation' League of
Bnai Brith, revealed.
He Identified the agent as Yusif
Albandak, currently head of the
Arab League in Argentina and
Chile.
Addressing a dinner meeting of
ADL's Society of Fellows at- the
Dupont Plaza Hotel here, Rabbi
Morton M. Rosenthal charged that
Albandak is "masterminding a con-
certed campaign by the Arab
League, pro-Arab front groups in
Argentina and anti-Semitic, right-
wing elements there to Isolate
Jews and create disunity."
. He said that ADL records show
Albandak, then spelling his name
el Bandak, engaged in lecture
tours in the U.S. in the early
1850s and left this country after
hie connections with known anti-
Semites here, in England and in
the Middle East were exposed.
Rabbi Rosenthal said Albandak's
current tactics in Argentina include
creating front groups, attacking the
local Jewish community and form-
ing alliances with local anti-
Semitic and anti-Israel elements.
He said these parallel his past
activities in England and the U.S.

Bias, ADL Asks of NYC

NEW YORK—The Anti-Defama-
tion League of Bnai Brith has ask-
ed the New York State Civil Ser-
vice Commission to "immediately
rescind unconstitutionally discri-
midatory restrictions" contained
in a Feb. 25-job announcement for
Corrections Counselors and Correc-
tion . Counselor Trainees. •
The announcement specifies that
candidates for the positions "mult
have ethnic identification with the
Black or Spanish speaking com-
munities" and states that "the Fed-
eral Government has made avail-
able funds to place 19 correction
counselors immediately with the
proviso that they be members of
the Black or Spanish speaking
communities."

called the "Couplets."

Israel, Chile to Work
Together on Project

TEL AVIIV (JTA)—Chile and
Israel have agreed to cooperate
in a comprehensive regional de-
velopment planning project, it was
announced by Gonzalo Martner
Garcia, the Chilean minister for
national planning following discus-
sions with Israeli officials.
Garcia, who is the first minister
of the Marxist government of
Chilean President Salvador Allende
to visit Israel, said the United Na-
tions Institute for Economic and
Social Planning for Latin America
is sponsoring an agreement with
the Settlement Study Center at
Rehovot.
The center will conduct a
course geared to Chilean devel-
opment needs. The participants
will spend five months in Israel
and five months in Chile.
Garcia told newsmen his coun-
try was interested in good political
and commercial relations with all
countries irrespective of their so-
cial or political system.
Allende reportedly accepted an
invitation to visit Israel which was
extended to him last year.
