get together on a broad front
of cooperation in the U.S. and in
Israel.

In this day of crisis for an
embattled Jewish people, co-
operation is necessary for sur-
vival, Rabbi Polish- said. He,
added that Jewish youth and
even the older generation do not
understand conflict and re-
criminations among Jews and
want their leadership to "ad-
dress ourselves to the Jewish

NEW YORK (JTA) — Howard
Rhine. president of the National
Jewish Commission on Law and
Public Affairs (COLPA), hailed
the adoption by both the House and
the- Senate of a bill that would
protect the employment rights and
religious practices of Sabbath ob-
servers nationwide. The bill now
awaits President Nixon's signature.
The -provision is part of an
amendment to the Civil Rights
Act of 1964 and would require an
employer to show that it would
cause an unreasonable hardship
on his business to hire or retain
a Sabbath observer because of his
need for time off to observe his
Sabbath and other holy days during
the year.
The accommodations to Sab-
bath observers prescribed by the
bill have been required of em-
ployers since 1967 by the Equal
Employment Opportunity Com-
mission in their Guidelines on
Discrimination Because of Re-
ligion.
Rhine noted that Sabbath ob-
servers have been afforded a large
measure of protection under the
EEOC guidelines.
"However," he said, "the guide-
lines are on interpretation by an
administrative agency, whereas
passage of this bill will make this
protection a matter of statutory
law with much greater power be-
hind it."

Rabbi Polish7Suggested the es,

mittees on cooperation between
the Central Conference and the
Rabbinical Assembly. He also said
the two branches must work to-
gether to "contribute a non-Ortho-
dox religious component into
Israel's complex structure."
Other possible areas of coopera-
tion according to Rabbi Polish in-
cluded the development of a joint
approach to the problem of inter-
marriage "a problem and a reality
that transcends denominational
lines"; joint projects for the im-
provement" of the "quality and di-
rection of Jewish education";
collaboration, even if unofficial on
matters of theological interpreta-
tion; and joint pension, health in-
surance and tenure -=policies; - -
Dr. Nahum Goldman, president
of the World Jewish Congress, said
"Our efforts." he said, "must
be Priniarily concentrated on de!
„veloping new cultural, religious
and-iocial challenges, which will
bring back to Jewish life the
hundreds of thousands of Jew-
ish intellectuals, and the ideal-
istic part of our youth, which
does not identify its idealistic
longings and hopes with Jewish
issues and values."
Dr. Goldmann reiterated his
position that "at the moment, prior-
ity should be given to the demand
for ever increasing immigration
to Israel." But, rejecting the
thesis that Jewish life is impos-
sible in Communist regimes, Dr,
Goldmann said that "statesmanlike
policies—unlike demogogic ones
—can never consider only one as-
pect of a problem and, in addition
to demanding the right of every
Jew to go to Israel or elsewhere,
we must insist on the rights and
facilities for the Jewish commu:.
