Anu*stylnteriiitional Charged With Prejudiced
Attitude Toward Israel and on Soviet Question

NEW YORK—The Anti-Defama-
tion League of Bnai Brith charged
Amnesty International with "vir-
tually ignoring" maltreatment of
Jews in Arab lands and in the
Soviet Union, while making unsub-
stantiated .charges of mistreatment
of Arab' terrorists in Israeli pris-
ons.
According to Dr. Judah Cahn,
chairman of ADL's Mid East af-
fairs committee, "although Am-
nesty is avowedly non-political, it
has in recent months taken polit-
ical positions on a numbe: of is-
sues of special concern to Jews;
positions which have at the very
least placed in doubt the organ-
ization's impartiality and its ad-
herences to . stated aim 1."
The ADL charges include the
following:
"While reporting in November.
1969, that Amnesty has established
that no one was tortured in prisons
run by the Israel Prison Adminis-
tration, Martin Ennals, Amnesty's
secretary general, went on to say
that this does not necessarily mean
that torture is not practiced dur-
ing periods of interrogation by
people outside prison administra-
tion . . . He showed no basis for
this conclusion nor did he report
specific charges.
"In December 1969, Amnesty
reported it would send represen-
tatives to the Middle East to in-
vestigate Israeli treatment of Arab
prisoners saying that an earlier
study revealed serious and sub-
stantial evidence of ill treatment

of prisoners in detention and under plained that there had been an
