National Palestine Grou.p Prefers Israel Over King Hussein By AMOS BEN-VERED Chief of 3TA Middle East Bureau JERUSALEM — An original booklet of 87 pages has been cir- culating- on the West Bank and Israel recently, condemned by Jordan and arousing some faint echo among Israel's Arabs. It ad- vocates the establishment of a Palestinian entity on the West Bank alone, protected by the Unite _ d Nations and guaranteed by the big powers, Israel and the Arab states. The alternatives, it is argued, are the perpetuation of Israel's rule, or a - return to Has- hemite domination which is de- scribed as "murderous.' Its aut.hor it Mohammed Abu Shilbaye; a teacher in a secondary school andcolumnist hit the East Jernsaled Aiab-owned daily Al - ICuds. Born. near L,ydda, the author fled-in 1948 and roamed the Arab countries, studying - id pains Uni- venily, jobdng the "Beath party, returning to Jordan-and spending five years in prison for activities against the regime. The new defunct group with which he has been identified for the majority of this period is called the National Palestine Alignment. It was a loosely knit gathering of intellec- tuals, more in the nature of a debating society than a political Party. On the West Bank, where poli- tics are as patriarchal as else- where in the Middle East, it carried almost no influence. The real power is vested in the sheikhs and in the old and rich families, who may have views of their own, but usually cooperate with the authority exercising actual Power- In Israel, on the other hand, it has aroused , ctniousity and has been tolerated as a legitimate ex- pression of views. There is no censorship on views, unless, they are accompanied by incitement to violence against ihe authorities. The National Palestine Align- ment has been disbanded new far Num Ihnisi.a year. It carried the z-Ze title "There Wit Ile Ns: Pittballt eta ladependead Palesthdan State," and its sharply-worded summary reads: "If there is a choice be- tween Israeli occupation and a return to Hussein's regime, we shall prefer the occupation." Critical of both the Hashemite regime and the Palestinian ter- rdrists, most of the booklet is an attempt to sketch the history of Jordan, although the outcome is a caricature distorted by hatred rather than a realistic portrait. The Emir Abdullah, (grandfather of King Hussein) who fled from Hedjaz, was given by the British a piece of desert with 100,000 in- habitants — this, for example, is how the history of Jordan -begins for Abu Shlibaye. Eventually, the Hashemite regime led not to Arab unity but to the domination and oppression of the Palestinians by the Bedouin from the East. Out- right- terror as well as economic favoritism made the desert princes exchange. their rags for regal at- tire and their camels for Cadillacs, while the Palestinian farmers re- mained poor, he charges. Mod of the development budget was spent on the east bank, all new industries erected there. Poli- tical assassination, imprisonment and - indiscriminate slaughter of Palesdinians had been the rule, except when Hussein needed them for some adventure, such as the war against Israel in 1967, or when he felt that he had to placate them because they had become too are misguided and seek impossible goals such as the attempt to drive the Zionists out of the area. A Palestinian state on the whole West Bank (including Israel), even though not defined as Zionist, would mean, in effect, Zionist domination over the Arabs both militarily and economically, be- cause the Jews of Palestine have a sense of purpose and a drive which has made them into an enormous power even compared to the combined strength of all the Arab states. The five years of Is- raeli rule have shown that the Israeli army commits less than one-tenth of the crimes committed by the Jordanian Legion, and there has not been a single case of poli- tical murder. For the 1967 war, the author offers his own original explana- tion: it had been Hussein's idea, and he had goaded Nasser into it. At the back of it had been an American promise that Hussein's kingdom would not suffer, and any territories lost to Israel would be returned to him. Eye Doctors Prescriptions Riled IDIC??
