fit Nan Friday, Javan 14, 1472-13 e NYC Trying to Save 6 Jewish Neighborhoods NEW YORK (JTA) — A multi- million-dollar investment is being made by New York City in an in- tensive multi-faceted grogram created to keep s'ec middle-class neighborhoods with substantial Jewish population from-more of the kind of deterioration which turns changing areas into slums. The Year-eld Neighborhood Ac- tion Program is focused on the two principal causes of such deteriora- tion -- street crime and block-bust- ing — and on faster and better de- livery of such city services as sani- tation, street cleaning and better street lighting. - The six sections, designated by Mayor John Lindsay as "stabiliSa- lion areas," are Laurel _ ton-Cambria Heights and South Jamaica in Queens, Crown Heights and E. Flatbush in Brooklyn, the Washing- ton Heights-Inwood section in Man- hattan and the entire Grand Con- course section of the Bronx, which is almost a third of that borough. The key element in the anti- crime phase is a new police ap- proach, called the 'Neighborhood Team" concept, which was de- veloped by Police Commissioner Patrick Murphy, formerly of De- troit. A team of specially-trained police officers are placed under direct supervision of a sergeant; who is accountable for the per- formance of his men.
