PERSONALITY PROFILE: The United Israel Appeal started

the
New Year under its new chairman Melvin Dubinsky who has given
many years of service to Jewish causes locally—in his city of St.
Louis—and nationally, as well as to Israel.
The towering figure of Mr. Dubinsky can be seen at all national
Jewish gatherh4s. One of the most popular leaders of the United
Jewish Appeal, he is known not only for his substantial philanthropic
contributions, but also for his energetic participation in the guidance
of the UJA. He served as a national chairman of the UJA in addition
to serving on its executive committee and as chairman of the UJA
Campaign Cabinet.
Dubinsky's extraordinary dedication to Jewish interests can be
seen frcen the fact that he is also one of the leaders of the Joint Dis-
tribution Committee, was the first national chairman of the National
Community Leadership for Israel Bonds, is active in the American
Jewish Congress and is a member of the boards of the Weizmann
Institute of Science, the Hebrew University and the Jewish Telegraphic
Agency. He also is a member of the National Commission of the Bnai
Brith Hillel Foundations and a past president of the Jewish Federation
of St. Louis. He now is one of the three American members of the
Jewish Agency Executive in Jerusalem.
He is a member of the President's Council of the St. Louis Uni-
versity, a trustee of the Cardinal Glennon Hospital for Children in St.
Louis, a member of the executive of the United Fund in St. Louis and is
associated with the leadership of a number of other local, educational
and philanthropic projects.
A dynamic speaker, he has addressed communities throughout the
United States on behalf of the UJA. He visits Israel frequently and
is a ranking participant in UJA Study Missions to Europe and Israel.
Few people know that he he was a champion ice skater of Olympic
stature when, in 1936, he turned down a request to participate be-
cause the competition was being held in Hitler's Germany.
UIA FUNCTIONS: The United Israel Appeal which -Mr. Dubinsky
now heads—succeeding Max M. Fisher—is the major beneficiary of
funds raised by the United Jewish Appeal. The Jewish Agency is its
agent in Israel.
There are many contributors to the United Jewish Agency who
do not know the difference between the UJA and the UIA. The UIA is
older than the UJA. It was established in 1927 as the United Palestine
Appeal and changed its name to United Israel Appeal after the estab-
lishment of the state of Israel. When the United Jewish Appeal was
created in 1939, the United Palestine Appeal was one of its founding
members, the other being the Joint Distribution Committee. Since then,
the wo agencies became the major partners and beneficiaries of the
UJA.
Today, the United Israel Appeal determines the appropriate use of
UJA funds for the support of the work of the Jewish Agency. It evalu-
ates the projects and programs carried out by the Jewish Agency in the
field of immigration and in integrating immigrants into Israel's life.
In addition, it provides the Jewish Agency with funds for scholarships,
higher education, agricultural settlements and youth services.

JERUSALEM (JTA)—The build-
ing of the Supreme Rabbinical
Court near the Western Wall in
Old Jerusalem has been con-
demned as unsafe and will be torn
down despite protests from the
rabbinate.
Part of the structure caved in
under last week's snow, damaging
records and other documents which
the rabbinate insisted on keeping
in the building even though it was
declared unsafe by city engineers
three months ago.
The rabbis refused to move until
other quarters were found for them
inside the Old City walls.

occupation of East Jerusalem
and had served as a school

The first building inside the walls
to be taken over by Jews after the
1967 Six-Day War, it stands close
to a site of archeological excava-
tions that are expected to yield
antiquities d a ting from King
Herod's reign.

Egypt has promised to pay
back ;147,000,000 in loans over
a seven-year period. This ar-
rangement will clear the way
for a new line of credit to Cairo
by the Commodity Credit Corp.
which will enable Egypt to pur-
chase more commodities in this
country, the sources said.

In a related development, the
International Development Associ-
ation has approved $30,000,000 in
interest-free credit for Egypt to
finance the first phase of a five
year (1972-76) $319,000,000 pro-
gram to rehabilitate Egypt's state-
owned railway system. The pro-
gram will concentrtae on the mod-
ernization of the Egyptian rail
transportation network to meet
rising traffic demands, to improve
safety and service and reduce op-
erating costs.

U.S. About to Resume Shipments
of Grain to Egypt; Credit Extended

WASHINGTON (JTA) — State
Department soures indicated that
the United States is about to re-
sume government-financed ship-
ments of vegetable oil and grain
to Egypt which were suspended
when Cairo broke diplomatic rela-
tions with the U. S. during the Six-
Day War.
According to the sources, the
shipments •will be resumed in light
of the Egyptian government's
pledge to resume payments next
week on U. S. loans outstanding
since 1967.
