• Howard Rhine Elected New COLPA President NEW YORK (JTA)—The legal rights of the Orthodox Jewish com- munity "have finally been substan- tially defined and protected," by its own legal arm," the National Jewish Commission on Law and Public Affairs, according to the Orthodox agency's new president, Howard Rhine, a 32-year-old New York attorney. Incorporated in 1943 by six local men, the group had the aim of dis- couraging juvenile dolinguency by encouraging social and athletic ac- tivties among young people. They founded a boy scout troop and dis- tributed money annually to many philanthropic causes. But now its president, Samuel Ravitz, one of the original mem- bers, said most of the men are of pension age and, quite frankly, "we are a little tired and cannot carry on as vigorously as we used to." He said the membership, which held its final meeting Thursday to dlstrtibute the last of its funds, hopes the younger generation will take over its work, for "our youth today need more help than ever before." Recipients of the $2,500 funds are Akiva Hebrew Day School, Boy Scouts of America, Starr Common- wealth and Old Newsboys Goodfel- low Fund. Surviving members besides Ray- itz are co-founders Abe Sampson and Joseph Steinberg, as well as Lew Kruger, Phil Bolton, Joseph Hassel and Joseph Gutfreund. The other three founding mem- bers, Morrey Shepherd, Max Samp- son and David Liebow are de- ceised, as are William Ribiat, Jos- eph Zuckerberger, Lou Levin, Abe Feinberg, Harry Warsh and Rev. Israel Rosin. The Boy Scout gift is in memory of Mr. Liebow, who was active in the movement.
