Federation encourages participa- tion in the conference, which is the first step in the allocation of funds for overseas, national and local services financed by the Jewish community, according to Alan E. Schwartz, Federation president. The formula, derived from last year's budget conference, set up a pledge total ceiling in the regu- lar campaign and divided the pro- jected funds equally between do- mestic beneficiaries and agencies in Israel and other overseas coun- tries. This amount represents monies received through - the regu- lar Allied Jewish Campaign only. Contributions to the Israel Emer- gency Fund are appropriated in full to the United Jewish Appeal, as well as AJC pledges beyond the formula maximum.
