Syria Suspends Laws Where Jews
Concerned, Israel Charges at UN

UNITED NATIONS (JTA)—Is-
rael charged in the United Nations
Monday that Syria suspends its
general laws insofar as Jews are
concerned - "so as to prevent the
application - of such law or any of
its provisions to Jews."
The charge was made by the
Israeli representative, Ambassador
Joel Barromi, before the General
Assembly's Third Committee.
He said the deprivation of Syrian
Jews of their citizens' - rights under
Syrian law was one of the powers
vested in a special statutory com-
mission. set up in Damascus to
oversee Jewish affairs.
The commission is composed of
representatives of the security and
military intelligence services, the
ministry of justice, the treasury
and the Council of Palestinian
Refugees, Barromi said.

"It has fell power to make all
such regulations as it deems nec-
essary or expedient for the re-
striction of baldness and move-
ment of Jews, their religions and
educational activities and the ad-
ministration of their property,"
the Israeli ambassador said in
the coarse of a 18-page report on

"Jewish property of - whatever na-
ture devolves with the death of the
owner on the state. Immovable
property owned by Jews may not
be disposed of by him, even during
his lifetime. Notaries are not al-
lowed to legalize documents sub-
mitted by Jews."
Continuing, Barromi stated that
bank credit has been denied to
Jews and notes due to them remain
unpaid. Jews cannot engage in for-
eign trade. "Jewish merchants in
Karnishli and Aleppo, who tradi-
tionally purchased their goods in
Damascus, cannot work now, being
unable to get permits to go to that
city," Barromi charged.
He said further that mail sent to
Jews inside Syria from abroad is
detained and Syrian Jews are for-
bidden to write abroad, even to
close relatives.

Jewish cemeteries have been de-
stroyed and confiscated for the
construction of public highways.
Only a few Jewish schools such
as the Alliance Israelite Univer-
selle School in Damascus are
still open. An Arab principal, re-
sponsible to the security services,
supervises studies. The use of the
Hebrew language is forbidden,
which makes the teaching of the
Hebrew Bible impossible," Bar-
romi said.
The Syrian ambassador, Dia Al-
lah el-Fattal, called the charges
"entirely without basis." He con-
tended that it was "irrelevant" in-
asmuch as the Third Committee
was discussing human rights in
armed conflict and the United Na-
tions has ruled that Syria is not
"an occupied territory." Accord-
ing to the Syrian's interpretation,
"It Is obvious that in these cir- the discussion is limited to the hu-

fight.' " Riad criticised Secretary
of State William P. Rogers' "fail-
ure to persuade" Israel to ac-
cepl•Jds- peace plan, and crib-
died Israel for her "harsh re
Miff" to that plan.
Riad was happy that China has
"informed us that they are giving

us full support against Israeli ag-

gression." He also noted that the
only alternative to a renewal of
the Jarring peace mission is war.
"If we are for peace—and we are
for peace—we must push again to
keep this process alive," Riad told
Time magazine.
A proposal for resuming the
Jarring mission also was issued
by the four African presidents. In-
formed sources in Israel said that
Israel's response to the four-mem-
ber proposal appears to be favor-
able with the understanding that
there be no priok condition—mean-

Responding to Thant's contention
that there has been "no indication
of willingness" by Israel to halt
the "Judaization" of East Jerusa-
lem, Tekoah said:
"I have no doubt that study of
the secretary general's report, and
in particular the letter from the
foreign minister of Israel descib-
ing Israel's high regard for univer-
sal religious interests in the city,
the protection and inviolabilty of
these holy places and the respect
for the rights of Jerusalem's in-
habitants — Jews, Moslems and
Christians — make it clear that
Jerusalem is an open city in which
peace and progress prevail and
the legitimate rights of all are
scrupulously maintained."

Silence is the universal refuge,
the sequel to all dull discourses
and all foolish acts, a balm to our
every chagrin, as welcome after
satiety as after disappointment.

UN Middle East Debate Is On

UNITED NATIONS (JTA)—The
United Nations General Assembly
Middle East depate opened Thurs-
day afternoon. The first speakers
were the representatives of Egypt,
Somalia and Morocco, nations hos-
tile toward Israel.
Secretary-General U Thant said
Wednesday that "recent develop-
ments have added to the urgency"
of his remarks in his Sept. 17 re-
port that "there can be little doubt
that, if the present impasse in the
search for a peaceful Middle
East) settlement persist, new fight-
ing will break out sooner or later."
Thant's report to the General
Assembly on "the situation in the
Middle East" called on "the ap-
propriate organs .of the United Na-
tions" to "review the situation
once again and find ways and
means to enable the Jarring mis-
sion to move forward."
