Soviet Jewish relatives obtain pass-
ports and exit visai to the United
States under, a section-of,. the . Im-
migration and - Nationality Act,
known as the_ "parole" section.
The relatiVe first -must be pro-
vided with a "vysoir" or "letter of
invitation" to indicate to the Soviet

authorities that the prospective im-
migrant will be .taken -care of
upon arrival in the country of des-
tination.
The "vysov" must be notarized
and authenticated by the clerk of
the court and must carry the seal
of the secretary of state in which
the relative resides. It ilso must
be sent to the authentication of-
ficer of the Department of State
for the secretary of state's seal.
In addition, the "letter of invite-,
tion" must be certified by the
Russian Embassy in Washington,
D. C.
The official "vysov" must be pre-
pared in English and in Russian.
Costs involved vary, depending on
the translator. For those relatives
who need financial help with this,
United Bias Service and its co-
operating agencies are ready to
assist.
The council office has samples
of the "vysov" and will assist any
member of the community in their
completion.

I strongly believe that no man,
either in his personal life or in
public office, can remain silent
in the face of the continuing per-
secution of Soviet Jewry.
As your congressman, I have
actively worked with other_ mem-
bers of- Congress on several dif-
ferent fronts to do everything in
my constitutional power, to ease
secution of Soviet Jewry.
In March, I cosponsored legis-
lation, H.R.6699 (with 123 congress-
men and 34 senators) which would
grant 30,000 U.S. emergehey visas
to Soviet Jews. We firmly believe
that our government should take an
active role in assisting Soviet Jews
to find new homes in America.
In March I also cosponsored a
bill (•.CON.RFS.222—with 144
congressmen) expressing congres-
sional opposition to the persecu-
tion and repression of Soviet Jews.
It calls upon the President to as-
sert his role as a world leader—
to use all possible diplomatic pre-
ssure to influence Soviet policy
to permit Jews to worship freely,
to have the same rights granted
to other minority groups and na-
tionalities, and to emigrate.
In June I joined with 41 con- -
gressmen in sending President
Nixon a letter urging him to
speak out on the specific issue
of the Jewish treason trials. We
requested That he urge the So-
viet Union to treat its Jewish
citizens in accordance with the
Russian Constitution and /he De- -
claration of Human Rights.

In May-, I cosponsored legislation
(H.RES.456—with 100 other con-
gressmen and 22 senators) urging

Yiddish:.. We thought this would
act as a great psycological support
for the Soviet- Jews and would
indicate • Worldwide sympathy for
their situation. '
In June, I received a reply
from the director of the U.S.
information Agency (USIA) in-
-dicating that they had studied
our proposal.
While the USIA is not prepared
to broadcast in Yiddish, we re-
ceived a farni cotomilment that
they will continue to stress in their
broadcasts the deep concern of
the U.S., its officials, and its citi-
zens for the fate of Soviet Jewry.
