She added that Israel rejects the
view which makes arms supplies
dependent on any other issue, di-
rectly or indirectly. Political con-
cessions will not be obtained from
Israel by- withholding vital sup-
plies, she declared.

Mrs. Heir warned that an Egyp-
tian attack would result in another
Egyptian defeat. But, she said, Is-
rael wants either unconditional ne-
gotiations or at least an interim
settlement, not another round of
fighting .
During the Knesset debate that
followed, the chairman of the de-
fense and foreign affairs commit-
tee, Haim Zadok warned that Israel
will not attend the negotiating
table under pressure for conces-
sions.
The Israeli position seems to
have effectively stalled the latest
initiative by Secretary of State
Rogers. This was said to involve
the assignment of a senior U.S.
official, probably Assistant Secre-
tary of State Joseph J. Sisco, to
serve as a mediator in arranging
an interim agreement between Is-
rael and Egypt. The U.S. reported-
ly hoped that this could be done on
the foreign -ministerial level while
the United Nations General Assem-
bly was still in session in New
York.
