NEW YORK — The Community
Mental Health Center opened in
Jaffa last August-by Malben, the
Joint Distribution Committee pro-
gram in Israel, represents a pio-
neering approach to comprehen-
sive community mental health, it
was reported by Louis D. Horwitz,
.TDC director-general.
The three-year IL 5,000,000
($1,200,000) demonstration project,
the first of its kind in Israel, is
being financed half by JDC/Mal-
ben, with United Jewish Appeal
funds, and half by local groups
interested "in developing critically
needed phychiatric services in Is-
rael, Horwitz said. Funds raised
by the women's division of the
United Jewish Appeal of Greater
New York in a $500,000 special
campaign are being used to help
finance the program, he added.
"Today, after 20 years of experi-
ence with aged, chronically ill and
handiraped groups, JDC feels it
must broaden its scope to serve
other disadvantaged Israelis,"
Horwitz said.
The Jaffa-southeast Tel Aviv
area was picked for the demon-
stration project because of its
accumulation of people with men-
tal health problems, Horwitz
said. Along with the difficulties
common to immigrants trying
to adjust to a new place and life
style, its 110,000 residents suffer
from overcrowding, friction be-
tween different ethnic groups
and economic insecurity, he
pointed out.
He noted that a preliminary
survey indicated that mental
health problems in Jaffa and vi-
cinity may be as much as three
or four times greater than in
other sections of Tel Aviv.
Assuming full respcinsBrility for
the mental care of the community,
the Center is gearing itself to
make available the kind of treat-
ment needed at the moment' a
patient needs it, Horwitz said.
It will deliver five graduated
and coordinated levels of service,

This comprehensive approach,
emphasizing community service,
is a new one in Israel, Horwitz
said. He pointed out that the ten-
dency in the past has been to
over-hospitalize mental patients.
The community approach is not
only better for the individual and
society at large, but it also is much
less expensive, he said.
An educational and counseling
service and an outpatient clinic
have already started to function,
Horwitz said. Screened from well
over 100 referrals, 70 patients are
now receiving regular treatment
in the outpatient clinic.
Other units will be added as
funds and manpower become
available over the next two years.
