Bouglas-Home: Israeli Withdrawal
Viewed as Top_ Priority by Britain

LONDON (JTA) — Foreign
Secretary Sir Alec Douglas-Home
said in Cairo Monday night that
Britain regards Israeli withdrawal
from occupied Arab territory as -a
vital requirement for peace in the
Middle East:
He said that the final border
between Israel and Egypt should
be the old international frontier,
"subject to whatever, arrange-
ments may be agreed for Gaza."
The British diplomat spoke at a

McGovern Pledges to Speed ---
Delivery of Phantoms to Israel
TEL AVIV (JTA)—Sen. George
'McGovern (D., S.D.), promised
Sunday that he would do every-
thing in his power to speed up the
delivery of more Phantom jets to
Israel.
McGovern, the only declared
candidate for the Democratic Pres-
idential nomination in 1972,
stopped briefly • at Lydda Airport
on his way to the Far East.

Sir Alec referred in his speech

not made a similar commitment on
withdrawal.
The British foreign - secretary
completed his first.round of talks
with Riad. Reportedly, Britain was
urged to use its influence with the
United States and the European
community to exert pressure on
Israel. Referring to international
guarantees of any peace settle-
ment. Sir Alec said Monday night
that Britain would consider partic-
ipating "in whatever way seemed
appropriate" in a United Nations
peace-keeping force. He stressed
that such a force must not be with-
drawn except through a positive,
resolution of the-Security Council.
The British foreign secretary
praised the Egyptian government's
recent announcement that Presi-
dent Anwar Sadat's initiative to re-
open the Suez Canal was still gov-

With Lebanese Delegation

TEL AVIV (JTA) — Knesset
Speaker Reuven Barkatt confirmed
that he bad met privately in Paris
with a Lebanese delegation when
he attended the Interparliamentary
Union conference last week as head
of the Israeli delegation. The meet-
ing was denied by the Lebanese
Embassy in Paris.
Barkatt cautioned that too much
importance should not be attached
to the meeting_ He said, however;
that "when peace comes, Israel
can count on Lebanon being a
good neighbor." He said, his im-
pression was that "if Lebanon was
our only enemy, we .would find it
,easy to talk to her." - ,
Three Lebanese political leaders.
Who returned to Beirut from an of-
ficial visit to Russia., declared in a
-television interview that they were
convinced that the Soviet govern-
ment now favored a political solu-
tion to the Israel-Arab deadlock.

Kemal Jumblatt, president of

- former Premier Rachid Harame,
and Raymond Edde, -head of a
right-wing nationalist bloc,
agreed on that judgement dur-
ing an interview with. the Leban- .

ese broadcasting service.

They also expressed the belief
that the Soviet Union now intend-
ed to use its influence in the Arab
world for a compromise solution.
They added that they had been
told by all Soviet sources that Rus-
sia would not participate in any
new Mid East armed conflict be-
tween the Arabs and Israel.
