40 Years Ago This Week: 1931
Jewish immigration to the U.S. fell from 12,479 in 1928-29 to
5,692 in 1930-31.
JTA reported: "The anti-religious campaign (in Russia) this year
promises to be much stronger and more active than in previous years,
judging from the early and extensive preparations that are being
made to keep Jews from observing the holidays."
The Jerusalem Arab paper Falastin declared: "We shall never
cbme to an agreement with the Zionists. We shall never make peace
with the Jews so long as Zionism exists."
Four Jewish writers were represented in Burns Mantle's 10-best-
plays annual: Moss Hart and George S. Kaufman, for "Once in a Life-
time"; Louis Weitzenkorn, for "Five Star Final," and Vicki Baum,
for "Grand Hotel."
10 Years Ago This Week: 1961
Premier Ben-Gurion sought aid for a German Christian veteran
seeking a pension who needed affidavits to prove he had been interned
in Dachau for refusing to kill Jews.
The Anti-Defamation League reported that "for the first time in
our history we are seeing a dynamic radical right-wing movement with
a special appeal to youth."
British newspapers said South Africa's new justice minister,
Balthazar John Vorster, was a former Nazi and an outspoken anti-
Semite.
Six Syrians, freed after capture in Israeli waters, exclaimed:
"Bravo. Israeli justice!"
Israeli Atty. Gen. Gideon Hausner asked a "just and truthful
verdict" against Adolf Eichmann, "chief executive officer of exter-
mination," who "had and used full authority to satisfy his lust to
annihiliate Jews to the last in Nazi-dominated Europe."
Secretary of State Dean Rusk urged Israel to grant the refugees
"the option of repatriation as law-abiding citizens of Israel or of
compensation for those who do not wish to return."
Atty. Gen. Robert F. Kennedy said placing- the American Nazi
Party on his subversive list would only give it free publicity.
A Frankfurt poll showed substantial opposition to both Nazis
and Jews in West German political life.

Rabbi Hits Dayan for Intervention on Halakha Problems

TEL AVIV (JTA) -- An Ameri-
can Orthodox rabbi leveled a sharp
attack against Defense Minister
Moshe Dayan, accusing the Israeli
leader of intervening in problems
of halakha — Jewish religious law.
Acording to Rabbi Issachar Dov
Bergman, chairman of the 62nd
annual convention of the American
M i z r a chi Organization which
opened in Jerusalem Wednesday,
Dayan's attempt to intervene "in
problems which are under the sole
jurisdiction of the rabbinate" is
"undermining" that body and has
"adverse implications' for the mu-
tual relations between Israel and
Orthodox Jewry in America.
Bergman apparently was refer-

ring to Gen. Dayan's intervention
in behalf of a brother and sister,
both members of Israel's armed
forces, who were denied marriage
licenses by the local rabbinical
authorities because they were
deemed "illegitimate."
According to religious law, as
interpreted by the Orthodox es-
tablishment in Israel, persons
the rabbis determine to be of
illegitimate birth may not marry
legitimate persons. •
The case which shocked and
outraged most Israelis, is still
pending. Gen. Dayan has also sug-
gested on several occasions that
the dual chief rabbinate be abolish-
ed in favor of a single chief rabbi.

70,000 at Western Wall on Tisha b'Av

JERUSALEM (JTA)—Some 70,-
000 Israelis and tourists gathered
here Sunday for the annual Tisha
b'Av observance at the Western
Wall.
Since the ninth of Av occurred
on the Sabbath this year, the fast
was observed Sunday.
Places of entertainment, cafes
and restaurants were closed
throughout the country last night
and banks and government offices
were closed.
Thousands of Israeli and tour-
ists attended synagogue services
and an atmosphere of mourning
prevailed. Visitors at the West-
ern Wall gathered in groups to

Rabbi Bergman said the ques-
tions of who is a Jew, intermar-
riage, illegitimates and similar
problems would be dealt with by
a special committee of the con-
vention on mutual relations be-
tween Israel and American Ortho-
dox Jews.
Dayan cancelled his scheduled
address before the 62nd annual
convention of the American Wiz-
radii Organization in Jerusalem.
No explanation was given.
Referring to another matter,
Shraga Kahan, a Mizrachi leader
and official of the Israel Bond Or-
ganization in New York, said he
would try to head off the forth-
coming visit of a "Black Panther"
delegation to the United States this
fall. Kahan claimed the visit would
be harmful to Israel and said he
would try to persuade the Panther
leaders to give it up.
He said he would propose a
special "yad ahim" — "hand to
brethren" campaign to be con-
ducted in Orhtodox synagogues to
raise money to help poverty fami-
lies in Israel. The Panthers' trip
is being financed by undisclosed
sources.

old friends, make new ones or
simply wandered over the area to

Among the mourners was the
U.S. Assistant Secretary of State
Joseph J. Sisco, who arrived in
Israel on Thursday for about a
weet of political consultations with
Israeli leaders.
All political activities here, in-
cluding the Sisco discussons and
Sunday's weekly cabinet meeting,
were cancelled for the duration
of the fast, as Tish a b'Av is con-
sidered in Israel—even in some
non-Orthodox circles—as a na-
tional day of mourning. But the
ultra-Orthodox issued a call for
a mass demonstration in the Zih-
ron Moshe quarter to protest au-
topsies. The called-for rally came
in the wake of the state comp-
troller's report that 3,243 autop-
sies were conducted in hospitals
across the country in recent
months.
More than 100 Jews—all once
held in Soviet jails for Zionist
activities and now living in Israel
—staged a demonstration at the
Western Wall Sunday night in soli-
darity with their brethren still
in the USSR. The demonstration
was held as Tisha b'Av came to . a
close.
