PARIS (JTA)—"Valeurs Actu-
elles," a usually well-informed
weekly, claimed that CIA chief
Richard Helms suggested during
his recent visit to Jerusalem that
Israel should be associated in
some form with the North Atlan-
tic Treaty Organization (NATO).
According to the magazine,
Helms said the U.S. regards Is-
rael as "an alternative" to Cyprus
should the latter fall under Soviet
influence.
The magazine also claimed that
the Algerian regime was in direct
contact with the Moroccan plotters
who tried to overthrow King Has-
san VIII 10 days ago. "Valeurs Ac-
tuelles" is described as a right-
of-center pro-government news
magazine.
Money Pledged to Aid
Needy College Students
JERUSALEM (JTA) — The
American Friends of the Hebrew
University has pladged $5,000,000—
to be matched by the Israel gov-
ernment—for a special fund to
help culturally deprived young peo-
ple who want to study at the uni-
versity.
University president Avraham
Harman, who announced the gift,
said the money would be used
primary for preparatory studies.
He also announced tthe endow-
ment of a separate but similar
fund by the chairman of the in-
stitution's board of governors, Sam-
uel Rothberg, in honor of Roth-
berg's 60th birthday.

state's new $33,000,000 parochiaid
law, due to go into effect Sept. 1,
was challenged as an unconstitu-
tional violation of the First Amend-
ment in a suit filed in the U.S.
District Court for the Southern
District of New York by the Com-
mittee for Public Education and
Religious Liberty (PEARL) and
14 individual plaintiffs.
It was the first suit in the na-
tion to be filed on the subject
- since the U.S. Supreme Court
ruled June 28 that state funds
could not be used for teacher
salary payments or supplements
in religious elementary and sec-
ondary. schools in Pennsylvania
and Rhode Island. Two days
later the high court, affirming
a lower court decision, struck
down a similar law in Connecti-
cut.
Gov. Rockefeller's approval of
the legislation, passed in June,
was announced the same day as
the Supreme Court decision.
The New York law, Chapter 822
of the Laws of 1971, is entitled
"An Act to provide acceptable
secular educational services for
pupils in nonpublic schools." In-
cluded are teachers' salaries and
other instructional costs for secu-
lar subjects.

MONTREAL (JTA) — Edgar
Bronfman, vice president for
American operations of Seagrams,
Ltd., announced that he was suc-
ceeding his late father, Samuel
Bronfman, as president of the
giant distillery.
Bronfman, 42, said Seagrams
will continue "to be generous con-
tributors to the state of Israel"
and to aid "other charities."
The late Samuel Bronfman, who
died two weeks ago at age 80, was
an outstanding philanthropist and
ardent supporter of Israel. His
younger son, Charles Bronfman,
40, will become executive vice
president of the firm. A brother,
Allan Bronfman, '75, will remain
vice president.
