Institute Financed by Oil Interests
Calls U.S. Role in M. E. 'Ineffective'

WASHINGTON (JTA) — The
United States is "ineffective" in
dealing with the Soviet "danger" in
the Middle East, according to a
report released Monday by the
American Enterprise Institute, a
group known to be financed partly
by oil interests.
The authors of the special analy-
sis by the Institute are William R.
Kintner, director of `. the Foreign
Policy Research Institute, which
co-sponsored the study; and Robert
L. Pfaltzgraff Jr. Both are known
to be "hard-line anti-Communists,"

"their political position compro-
mised and their military margin
declining," the "direct employment
of Soviet military power' in
Egypt's behalf "dramatically" im-
proving the military and political
prospects of the Arabs and the U.S.
political position in the Arab world
not improving.
The USSR, the report says, is
capitalizing on its opportunities and
using the local balance of forces
and the nuclear stalemate to
"create the fear of confrontation
while avoiding a clearly offensive
posture."

Weizmann Institute Embarks
on Extensive Building Program

REHOVOT — The Weizmann In-
stitute of Science has embarked
upon a multi-million pound build-
ing program and a fund-raising
program to cover the cost of this
construction and the needs of the
institute.
Maurice M. Boukstein, chairman
of the executive council of the
Weizmann Institute of Science,
said on his departure for New
York:
"The Executive Council has
given its agreement in principle
to an expenditure of 16,000,000
pounds on new buildings for scien-
tific research and teaching, in ad-
dition to the allocation of nearly

The Soviet aims, according to the
study, are to open the Suez Canal
and the withdrawal of Israeli
forces front the east bank of the
waterway. The Soviets, it is indi-
cated, are motivated by a desire
for influence in the oil-rich and
politically unstable Persian Gulf
area.
The study says that the U.S. "is
severely hampered under these cir-
cumstances" as a result of a grow-
ing Soviet navy as opposed to a
declining Sixth Fleet.
The study does not lay the blame
for U.S. ineffectiveness on any one
factor. Instead it portrays the U.S.

Bouktein expressed the Institute's
gratitude at the substantial govern-
ment support promised for these
projects and stressed the Institute's
determination to raise considerable
sums through its own efforts.
These efforts are being coordinated
by an international fund-raising
committee headed by Stephen L.
Stulman of New York, deputy
chairman of the Weizmann Insti-
tute's board of governors.

In an academic ceremony at-
tended by hundreds of visitors
from Israel and abroad, Prime
Minister Golda Meir became an
honorary fellow of the Weizmann
Institute of Science.
Mrs. Meir expressed her gratifi-
cation at being given the oppor-
tunity to "join the staff" of such
an internationally famous institu-
tion, and one whose members do
not live in the proverbial ivory
tower, but are an integral part
of Israel, its achievements and
problems.
The main address was given by
the chancellor of the Weizmann
Institute, Meyer W. Weisgal.
In their youth, he declared,
when Mrs. Meir and he were
both in their 20s, as was the 20th
Century, the Western world was
"in much the same turmoil as
it is today. Things were in a
mess, and most of us were ex-
tremely confused. But then, as
now, Golda faced the issues.
"In her whole life," Weisgal said,
"she never ran away from any-
thing — not from the burdens of
womanhood, not from responsibil-
ity, not from hard work."
"What's more," he continued,
"she created a list of priorities.
She committed herself personally
to doing something about the prob-
lems that seemed to her to be most
important. She became involved.
She didn't just talk about the
equality of women; she lived it.
She didn't just talk socialism; she
helped to mold one of the most
impressive trade unions that ever
came into existence."

Technology Aids Teaching
of Mishna in Day Schools

NEW YORK—An approach to
teaching Mishna using educational
technology was recently introduced
by Torah Umesorah, the National
Society for Hebrew Day Schools.
According to Dr. Joseph Kami-
netsky, national director of Torah
Umesorah, Hebrew day school
students throughout North America
and other English-speaking areas
of the world will now be taught
tractates of the Mishna on cas-
settes.
The "Mishna on Cassette" pro-
gram of the Torah Umesorah Day
School movement, geared for
grades 5-10, has evoked an en-
