Visitor Permits Dropped

for West Bank Arabs

JERUSALEM (JTA)—The mili-
tary government, since July 2,
has allowed West Bank Arabs to
visit Israel without Special permit.
The order applies only to resi-

dents of the Samaria-Judaea
areas, not the Gaza strip. Resi-
dents of the Golan Heights have
been free to enter Israel without
permits for some time.
Day laborers will still require
working permits but not entry per-
mits. The order does not allow
the entry of vehicles without
permit.
The visits are restricted to the
hours of 5 a.m. to 1 a.m., and
visitors may not remain in Israel
overnight. West Bankers will not
be permitted to enter any other
areas under Israeli military gov-
ernment without special permis-
sion.

Minister Rejects
Attempt to Slow Aliya

JERUSALEM (JTA) — Immi-
gration Minister Nathan Peled has
rejected suggestions that immigra-
tion be slowed down in order to
give priority to problems of pov-
erty in Israel.
Addressing the Public Advisory
Council on Aliya Tuesday night,
Peled said the vital importance
of immigration to the nation's sur-
vival was the subject of an educa-
tional campaign among Israelis,
including soldiers on the front lines
and in army camps.
Peled said suggestions had been
made in some quarters to slow
down or temporarily halt immigra-
tion so that greater resources
could be diverted to social needs.
"This idea must be rejected,"
he said, "just as suggestions in
the past that Israel stem the large
influx of immigration from North
Africa and adopt more selective
immigration policies."

Israelis Offered Bigger
Tax Break on Donations

JERUSALEM (JTA) — The Is-
raeli government has approved
plans to increase income tax ex-
emptions on contributions to
secondary schools, universities
and hospitals.
Finance Minister Pinhas Sapir
told the cabinet that $700,000,000
would be needed for such educa-
tional and medical facilities over
the next five years.
Sapir said he hoped to raise
half the sum in voluntary dona-
tions overseas, and the balance in
Israel. He said he planned to issue
a regulation providing a 30 per
cent tax deduction on donations
to any medical or educational in-
stitution that perpetuates the
memory of the donor or a member
of his family who died in the line
of duty.
The cabinet also agreed to in-
crease income tax exemptioins on
contributions to the construction
funds of such institutioins. Anyone
donating at least $35,000 in one
year will receive a 50 per cent tax
rebate, provided his donation does
not exceed one quarter of his tax-
able income.
