Odessa Comes Through for Campaign in Bond Strike

Soviet Union Bars Jewish Journalist

pected move the Soviet Embassy
here refused to issue a visa to a
Canadian Jewish journalist who
had been accredited to Prime Min-
ister Pierre Eliott Trudeau's press
delegation for his first Russian

affairs, was to have joined the
press corps representing the "Jew-
ish Standard," a Toronto-based
magazine. Winston, the sole repre-
senative of the Jewish press, was
the only journalist who was denied
a visa by the Russian government.
Despite a three-day- flurry of
negotiations the ref us al was
maintained. No official explana-
tions were given. Winston . stated
that the refusal of granting him
a visa can only be explained in
terms of the persecution of Jews
in the Soviet Union and the "in-
humane" trial of nine Jewi in
Leningrad.
"I hope no one is fooled by the
Russian explanations of their treat-
ment of Jews," he said. "If they
refuse to allow one Jewish press
reporter into Russia accompanying
the Prime Minister of Canada, it
certainly points out their attitude
and policy toward Jews." Trudeau
was scheduled to visit Leningrad,
the scene of the trials, Thursday.
His 10-day tour ends. May 28.

NEW YORK (JTA)—The strike
of 500 employes of the Israel Bond
organization is in its second week
with no signs of an early settle-
ment in sight. All parties agreed
that a six-hour negotiating session
with New York state mediators
last Thursday produced no prog-
ress toward an agreement.
Solomon Kreitman, a mediator,
told the Jewish Telegraphic Agency
that he hoped to hold another
mediation session before the end
of the week.
The union and the Bond Organi-
zation disagreed on the effects of
the strike to date. A Bond spokes-
man said all Bond affairs and pro-
motions were being held on sched-1
ule with no diminution of response
despite picketing in some cities.
The union claimed, however, that
Bond sales were suffering and that
Israel was losing "millions of dol-
lars."

The following is a statement
issued by Local 1707 of the Com-
munity and Social Agency Em-
ployes Union, with regard to the
Israel Bond strike on in 60 cities:
A strike of clerical and profes-
sional empliyes of the Develop-
ment Corp. for Israel (Israel
Bonds) is now in its second week.
The workers, half of whom are
employed in the national office in
New York City and the rest in 60
branches across the country, in-
cluding Detroit, are members of
Local 1707, Community and Social
Agency Employes, AFSCME, AFL-
CIO. The employes are seeking a
new contract.
This strike was caused by and
continues because of manage-
ment's determination to weaken
the union. Management has put
forth 15 "demands" of its own
that include the removal from
our long-established bargaining
unit of many job titles, a ceiling
on professional salaries and com-
pulsory retirement of senior em-
ployes who do not have a livable
pension program.
Management wants to take
away union and job security
provisions that have been won
over the last 20 years. They
made it plain at a meeting held
at the New York State Mediation
Board on Thursday, May 20,1
that they will not seriously nego-
tiate until the union accedes to
their demands. At the mediation
session on May 14, the union pro-
posed an extension of the con-
tract to Sept. 7, but this was re-
jected by management. No fur-
ther meetings or negotiations
are scheduled.
Kalman Kahan-Frankl, chairman
of the negotiations committee,
stated, "This is a strike forced
upon us and it can be settled
quickly only if management can
be induced to accept its respon-
sibility to negotiate with us. We,
the members of Local 1707, are
prepared to meet with manage-
ment at any time or in any place
in order that this strike be
settled."

loan to the Netivei Ayalon project
in Israel, it was announced by
Communication Minister Shimon
Peres. The project is developing
the plan for an expressway from

riverbed of the almost dry Ayalon
stream.
