Turkey Warns Elrom Abductors
LONDON (JTA)—Turkish Prime
Minister Nihat Erim announced
Tuesday night that about 85 per-
sons have been arrested in con-
nection with Monday's kidnaping
of the Israeli consul general in
Istanbul, Ephraim Elrom, by left-
ist Turkish revolutionists. An earl-
ier government announcement said
that one of the terrorists involved
in the kidnaping has been cap-
tured.
In Jerusalem, Foreign Min-
ister Abba Eban told the cabi-
net Tuesday that "close and con-
tinuing" contacts were being main-
tained with the Turkish govern-
ment in the kidnaping. A govern-
ment communique expressed "deep
concern" over the fate of the
Israeli diplomat. The Turkish gov-
ernment has expressed sorrow and
apologies for the incident and ad-
vised the Israeli representative in
Ankara, Daniel Laor, that it would
do everything in its power to res-
cue the consul general and appre-
hend his abductors.

A group which calls itself the
"T u r k i s h People's Liberation
Army" claimed credit for the kid-
naping of Elrom from his Istan-
bul apartment Monday. Turkish
authorities and Israeli sources
have linked the group with ex-
tremist Palestinian guerrillas. The
Turkish News Agency reported the
receipt of a typewritten letter stat-
ing that Elrom's life would be
spared if "all revolutionary guer-
rillas under detention presently
are set free." It was not clear
whether the demand included Pal-
estinian guerrillas held by Israel
or only terrorists held in Turkey.
Turkish authorities said the
so-called "Liberation Army"
sided with Palestinian groups
against Israel and considers the
Israel government "a tool of
U.S. imperialism in the Medi-
terranean." Israeli sources
linked the group with the "Radi-

ation of Palestine." It was not
clear whether the reference was

According to a report from Is-
tanbul, a first sign of life was
received Wednesday from El-
rom. In a handwritten letter
delivered by an unidentified per-
son at Elrom's house, he wrote
to his wife (in English). "Dear
Elsa: I am with the Turkish

easure
The handwriting was positively
identified as that of Elrom, but
experts in Istanbul said it was
obvious the text of the letter had
been dictated by Elrom's captors.
They pointed out though, that the
tone of the letter sounded "mod-
erate" and raised hopes anew
that Elrom would eventually be
freed.

Elrom's wife decided to ap-
peal to her husband's kidnapers
to show mercy. She drafted a
letter to them which was trans-
lated at the Israeli consulate into
Turkish and circulated to all
newspapers, radio stations and
television networks. In the let-
ter, Elsa Elrom says, "I am a
