Legislation to Admit 30,000 Soviet Jews
to the U.S. Introduced in the Senate
WASHINGTON—Legislation au-
thorizing the issuance of 30.000 re-
fugee visas for the admission of
Soviet Jews to the United States,
authored by Senator Clifford P.
Case (R.-N.J.), was introduced in
the Senate Monday with the co-
sponsorship of a large number of
senators.

NEW YORK (JTA)—The Nation-
al Jewish Commission on Law and
Public Affairs (COLPA) hailed the
action of the House Education and
–abor Committee in approving a
bill to give the Equal Employment
Opportunity Commission enforce-
ment powers in administering sec-
tions of the 1964 Civil Rights Act.
The measure also would extend
the jurisdiction of the EEOC to
cover employment practices of
federal, state and local govern-
ment agencies, as well as federal
contractors and sub-contractors.

dent, said that COLPA had sub-
mitted testimony during commit-
tee hearings on the bill in support
of the expansion of the' powers and
jurisdiction of the EEOC.

leave the country, and that many
of those permitted to leave might
prefer to settle in Israel. But he
said it was important for the
United States to "show its willing-
ness to accept those Jews who wish
to come here and are permitted to

States could have a forceful im-
pact on Soviet and world opin-
ion," he added.
At present, only 10,200 American
visas are issued annually to re-
fugees from the Eastern Hemi-
sphere — a quota that has been
oversubscribed for the last two
years. The 30,000 special visas
authorized under the bill would be
considered outside the regular im-
migrant quota system.
"We have already opened our
doors to more than 30,000 Hungar-
ian refugees and 565,000 Cubans,"
Mondale said. "We should do no
less for the long-persecuted Jews
living in the Soviet Union."

Toronto Fund to Help New Program for Elderly
TORONTO (JTA)--A coordinated
program for aged Jews in Toronto
has been approved by the United
Jewish Welfare Fund in response
to the discovery that of the nearly
8.000 Jews in Toronto trying to
maintain independent lives, not
more than 1,000 are being currently
served by community agencies or
participating in recreational and
cultural activities.
Announcing the new program,
Donald Carr, UJFWF president,
said that, to get it underway, the
United Community Fund of Toron-
to had made a special grant of
$11,000 "to finance the develop-
ment of the program in its initial
stages." He said the object of the

the effectiveness of services al-
ready available and to experiment
with new programs designed to
improve services to those elderly
living independently outside of
institutions."
