THE DETROIT JEWISH NEWS 24—Friday, May 14, 1971 Independence Hall to Be Dedicated in Name of Norman and Esther Allan Independence Hall, the down- town Detroit residence for senior citizens sponsored by Young Israel, will be known as Allan Towers following a 10:30 a.m. June 8 dedication in honor of Norman and Esther Allan. The plaque which will be affix- ed to the building, located at Chene near E. Lafayette, will ac- knowledge the Allans' "devotion, interest and benefaction toward the furtherance of the needs of the senior citizens of our community." It also notes "their efforts to- ward the establishment of a grant for study and research into the needs and requirements of the well elderly." The study on needs of the residents is to be conducted by a Wayne State University student, Albert Portnoy; and the com- prehensive study on needs of the aged will be directed by Rabbi Samuel Prero, president of Young Israel Council of Metropolitan Detroit. In connection with the dedica- tion, at which Independence Hall President Robert Sosnick will preside, Rabbi Prero said that as of June 8, all 216 units will have been rented. Until now, there had not been full occupancy, largely because of the city's inability to clear the surrounding area of run- down buildings. Several buildings have been torn down, however, and more are scheduled. Rabbi Prero said negotiations are under way with the city to acquire a six-acre site across Chene, on which Independence Hall would build a second residence hall and a modified form of shopping center. He also announced that as of May 1, a number of residents have been • granted government rent subsidies. The subsidy pro- vides a. total of $28,000 annually for a maximum of 43 tenants who are earning less than $4,000 a year if they are over age 62 (or less than $2,000 if they are under age 62). Those who qualify can receive subsidies to cover up to 70 per cent of their rent. Rabbi Prero said that so far 30 residents who qualify have been processed.
