Cooper Resolution in State Senate
Takes Issue With Rogers Peace Plan

State Sen. Daniel S. Cooper (D-
Oak Park) has introduced a reso-
lution in the Michigan Senate urg-
ing the U.S. government to "rec-
ognize Israel's need for adequate
Security by supporting Israel's
position that territories now oc-
cupied by Israeli forces as a result
of the 1967 war are the boundaries
upon which a lasting peace can be
built."
Cooper stated that "I introduced
the resolution because I am dis-
satisfied with the government's
position as recently stated by Sec-
retary of State William Rogers ...
He is putting public pressure on
Israel to break the Israel-Arab
peace talks deadlock by attempt-
ing to force Israel to reverse its

recently announced policy of refus-
ing to withdraw to the pre-June
1967 boundaries."
Cooper said that "Israel has the
right as a sovereign nation to pro-
vide for its security and to develop
its resources for the benefit of its
citizens. Israel has consistently
sought face - to - face negotiations
with the Arab nations for the pur-
pose of reaching a just, respon-
sible and lasting peace. The United
States has stated its desire to sup-
port peace negotiations, but the
United States has not properly
understood Israel's need for secu-
rity. Israel cannot give back ter-
ritory taken in 1967 and then start
negotiating with the Arabs. By the
same token, Israel should not be
put in the position of relying upon
an international peace-keeping
mission to protect it from Arab
aggression."
