Israel Chief Rabbinate Council
Yields on Conversion Procedures

JERUSALEM (JTA)—The Chief
Rabbinate Council issued two de-
cisions designed to ease conver-
sions to Judaism. The council
waived the one-year waiting period
for immigrants from countries
with no recognized rabbinical
courts and approved a shorter con-
version process.
The decisions were expected to
be chiefly beneficial to non-Jewish
partners in mixed marriages and
to Soviet immigrants.
The council declared: "For
dozens of years our brethren in
the Soviet Union have been sub-
jected to a regime of spiritual op-
pression aimed at uprooting them
from their Jewish heritage and
affirmity to Israel. Their awaken-
ing over the past two years and
their heroic struggle for aliya to
the Holy Land (are) among the
great phenomena of our genera-
tion.''
The council statement stressed

Franco-Israeli Amity
Seen in Science Parley

JERUSALEM (JTA)—Israeli and
French scientists gathered at Beit
Dagim near Tel Aviv this week for
a joint symposium on radiation
and agriculture at the Vulcani
Agricultural Research Institute.
Co-sponsors of the event were
the prime minister's office, the
National Council for Research and
Development and the French Agri-
cultural Ministry's National Insti-
tute for Agricultural Research.
The symposium had political
implications as well as scientific
purpose. It was described offi-
cially as "a further link in the
series of actions for the creation
of closer relations between Israel
and France in the field of sci-
ence under the provisions of the
cultural agreement between the
two countries." The agreement
is regarded as an important step
toward' improving Franco-Israel
relationswhich deteriorated seri-
ously after the Six-Day War.
Fourteen French scientists and
scholars visited Israel last year
and 19 Israelis went to France for
scholarly research at French in-
stitutions. - -
In addition, 18 French scientists
were invited to carry, out research
projectsjointly with ISraeli scient-
ists. A similar _exchange is plan-
ned for the current year. -

Israeli Colleges Figuring to Enroll 60,000 by 1975

JERUSALEM — Enrollment in figure. This is the forecast of the
that the new decisions referred
only to procedure and not to Israeli higher education institutions Economic Planning Authority and
the substance of the conversions, will reach 60,000 by 1975, an in- the Prime Minister's office.
crease of 50 per cent of the current
which remain under halakhic
(Jewish law) jurisdiction. The
Jewish' Telegraphic Agency has
learned, however, that the chief
rabbinate has in fact agreed to
make concessions on matters of
substance as well, since other-
wise the new rulings would be
almost pointless.
This follows, it was learned,
heavy pressure from several Labor
alignment members of the- cabinet,
including Golda Meir. The align-
ment reportedly threatened serious
legislative measures against the
rabbinate if it did not yield on the
conversion process for non-Jewish
spouses and children of immi-
grants.
