German Opposition on the Middle East:
listierview With Franz-Josef Strauss

One of the strongest politicians
of the parliamentary opposition is
Franz-Josef Strauss, leader of the
Christian-Socialist Union, the sis-
ter-party of the Christian-Demo,
cratic Union, in Bavaria. The last
Bavarian state elections in Novem-
ber 1970 brought this party an
overwhelming victory. It won 56
per cent of all the, votes, which is
regarded as a personal victory for
Herr Strauss.
Strauss, one of the main critics
of the present "Ostopolitik" of
Chancellor Willy Brandt, showed
great sympathy towards the state
of Israel when he was minister of
defense up to 1963. He helped Is-
rael in an essential area.
This correspondent interviewed
Strauss on Moscow's policy toward
Israel. I asked him if he did- not
think the new German "Ostpolitik"
would give Russia a freer hand to
act in the Middle East and China.
Strauss replied: "The Arab-Israel
affair is, for the Soviets, a power
play, nothing else. Some time ago
I wrote a letter to an Israeli min-
ister, who is a friend of mine, tak-
ing a poistion on a certain news-
paper article in Israel, which said
that I was against the new Ost-
politik because I cannot forget the
Revanchists. I wrote to my friend
that this is not true and not the
problem. The problem is that we
are confronted with a world power
which has strategic goals. The
problem is not to consider the
Federal Republic of Germany as a
potential enemy. Our friends in the
world—and we consider Israel as a
friend — must know who is more
dangerous to them: West Ger-
many, where the NPD polled 4 per
cent of the votes, or the Soviet
Union? We—the ,opponents of the
new Ostpolitik—are not Nazis or
nationalists. But • we consider the
Ostpolitik, tri - be an instrument of
Soviet infiltration into Central
Europe, as the Israel-Arab affair
is an instrument of the Soviet pen-
etration into thee Mediterranean."
"I got a very positive answer
from theIsraeli minister. In my
view. ,it is stupid to argue that
--because Israel is fighting against
the Arabs and against the Rus-
ilans who are there in the region,
the Israelis are allies of Hitler
because Hitler also fought the
Russians."
Attacking the present German
government's policy Strauss ex-
plained: "If we would accept real-
ity as the Soviets want us to, and
as our government seems ready to
accept them, Israel would have
only one choice—to surrender un-
conditionally. We, who are much
bigger than Israel arid economi-
cally and militarily stronger, and
who have the full support of the
United States with nuclear weap-

ons under American custody and
control, are speaking of so-called
realities and our government bows
to the Soviets."
When Strauss was asked if he
favored an Israeli retreat from
the occupied Arab territories, he
smiled and asked me: "Do you
think that Israel had been
trapped?" by Soviet-Egyptian
truce violations. I replied: "The
Americans have been trapped
and therefore Israel has been
trapped, too, because they be-
lieved the Americans."
Strauss said, "If Israel thinks
that different interpretations of the
armistice by the Soviets is, in fact,
only the preparation for a new
military action, then the question
of retreat could be better an-
swered."
Strauss said he intended to make
a private trip to Israel, but he did
not have the time. "I have the
wish and intention to make my
visit to Israel this year," he told
me.

Stern College Forms
Year-Study Program
With Israel College

Yeshiva University's Stern Col-
lege for Women has initiated a
one-year program of study in Is- •
reel, in cooperation with Gold Col-
lege . for Women in Jerusalem, it
was announced by Prof. Da vid
Mirsky, dean.

According to Prof. Mirsky, the
program includes courses in Jew-
ish studies, the Middle East and ,
Israel and independent study in
the student's major.
Courses in Jewish studies include
the Hebrew language, Jewish ,
philosophy, history and law.
Courses planned on Israel and the
Middle East will deal with the eco-
nomics, the geophysical background

and the social structure of the
area.
Students will take courses in
Jewish studies at Gold College,
where they also will be housed.
Other courses will be taken either
at Gold College, or other institu-
tions, depending on the needs of
the course and the faculty.
