The review, compiled by the Israel office of the AJC, shows that in the 3 1/2 years that Israel has administered all of Jerusalem, the government has followed the principle of expropriating "non- arable waste land, for the most part rocky hillsides, and to spare dwellings and agricultural land." In 1968, the report points out, the government expropriated 750 acres in north Jerusalem, a strip of largely barren land connecting the former Israeli sector with the Mt. Scopus enclave, containing the old Hebrew University campus. On this land, some 4,000 dwelling units are being built. it The only areas where there have been significant shifts of Arab population, the report states, were in the Old City, where the hovels behind the Western Wall have been cleared "to give this holiest Jewish site a dignified setting." In addition, there has been gradual displacement of Arabs who were found living in the Jewish quarter of the Old City after the Six-Day War. (All Jews had been expelled.. from 016 Old City after the Jordanian , conquest in 1948.) Of the three areas included in this total, "the only large inhabited area taken was a Jewish one— the Mamilla Rd. and old com- mercial center complex opposite Jaffa gate," the report con- tinues.
